Article 13-2. Notifications on the commencement or termination of the issuance of a veterinary certificate by veterinary doctors of production control units to determine the compliance of animals, products, and raw materials of animal origin with veterinary standards of the Law on Veterinary Medicine
1. The issuance of a veterinary certificate by veterinary doctors of production control units to determine the compliance of animals, products, and raw materials of animal origin with veterinary standards is subject to notification.
2. Veterinarians of production control units for determining the conformity of animals, products and raw materials of animal origin to veterinary standards are required to notify the territorial division of the department of the authorized body in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications" prior to the commencement or termination of activities for the issuance of a veterinary certificate.
3. Veterinarians of production control units for determining the conformity of animals, products and raw materials of animal origin to veterinary standards, who have notified the territorial division of the department of the authorized body of the commencement of activities for the issuance of a veterinary certificate, are required to:
1) have higher or post-secondary, or technical, or vocational education in the field of veterinary medicine;
2) have an employment relationship with a production entity engaged in animal husbandry, harvesting (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, an organization for the production, storage and sale of feed.
The documents specified in the first part of this paragraph are attached to the notification.
4. The notification of the commencement of activities for the issuance of a veterinary certificate by veterinarians of production control units for determining the conformity of animals, products and raw materials of animal origin to veterinary standards is suspended for one of the following reasons:
1) establishment (detection, detection) of violations (violations) of veterinary (veterinary and sanitary) requirements and rules in the course of activities related to the issuance of veterinary certificates;
2) the establishment of non-compliance with the requirements specified in paragraph 3 of this Article;
3) identification, based on the results of state veterinary and sanitary control and supervision, of violations of the requirements of the legislation of the Republic of Kazakhstan in the field of veterinary medicine that pose a danger to animal and human health;
4) other grounds provided for by the laws of the Republic of Kazakhstan "On permits and notifications", "On public services".
The notification on the commencement of activities to issue a veterinary certificate by veterinary doctors of production control units to determine the compliance of animals, products, and raw materials of animal origin with veterinary regulations is suspended for six months by the decision of the territorial unit of the authorized body on the grounds specified in this paragraph.
5. The renewal of the notification of the commencement of activities for the issuance of a veterinary certificate by veterinarians of production control units to determine the conformity of animals, products and raw materials of animal origin to veterinary standards is carried out in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications", and from the moment of filing an application for the elimination of violations, accompanied by copies of supporting documents.
The territorial subdivision of the department of the authorized body, within ten working days from the date of filing an application for the elimination of violations, verifies their elimination in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications", and based on the results, within one working day decides on the resumption of the notification or submits a reasoned response refusing to renew the notification.

This Law defines the legal, organizational and economic basis for carrying out activities in the field of veterinary medicine and is aimed at ensuring veterinary and sanitary safety.
