Article 16. Competence of the Chief State Veterinary and Sanitary inspectors and their deputies of the Law on Veterinary Medicine
1. The competence of the Chief State Veterinary and Sanitary Inspector of the Republic of Kazakhstan and his deputies includes:
1) the issuance of mandatory acts for the purpose of state veterinary and sanitary control and supervision in the territory of the Republic of Kazakhstan, as well as at the border and transport;
2) issuing permits for the export, import and transit of transported (transported) objects, taking into account the assessment of the epizootic situation in the relevant territory;
3) making a decision on the dismissal of the chief state veterinary and sanitary inspector of the region, the city of republican significance, the capital and his deputy, as well as state veterinary and sanitary inspectors at veterinary control posts for a period until the reasons that served as the basis for the dismissal are clarified.;
3-1) making a decision on the distribution of veterinary drugs from the national stock;
4) organization and implementation of state veterinary and sanitary control and supervision at border and customs checkpoints (checkpoints across the State Border of the Republic of Kazakhstan coinciding with the customs border of the Eurasian Economic Union), as well as at other places of movement of goods across the customs border of the Eurasian Economic Union located on the territory of the Republic of Kazakhstan within the limits of automobile communication, and in other places determined by the authorized body.
2. The competence of the chief State veterinary and sanitary inspector of the region and his deputy includes:
1) organization and implementation of state veterinary and sanitary control and supervision in the territory of the region, including veterinary control posts;
2) the issuance of mandatory acts for the purpose of state veterinary and sanitary control and supervision in the territory of the region, including veterinary control posts;
3) making a decision on the dismissal of the chief state veterinary and sanitary inspector of the district (city of regional significance), as well as state veterinary and sanitary inspectors at veterinary control posts for a period until the reasons that served as the basis for the dismissal are clarified.;
4) organization and maintenance of veterinary accounting and reporting and their submission in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine.
3. The competence of the chief state veterinary and sanitary inspector of the city of republican significance, the capital and his deputy includes:
1) organization and implementation of state veterinary and sanitary control and supervision in the territory of the city of republican significance, the capital, including veterinary control posts;
2) the issuance of mandatory acts for the purpose of state veterinary and sanitary control and supervision in the territory of the city of republican significance, the capital;
3) approval of the list of state veterinary and sanitary inspectors who have the right to issue a veterinary certificate for transported (transported) objects during export;
3-1) approval of the list of state veterinary and sanitary inspectors authorized to issue veterinary and sanitary certificates for objects of state veterinary and sanitary control and supervision;
4) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);
5) organization and maintenance of veterinary accounting and reporting and their submission in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine;
6) making a decision on the dismissal of state veterinary and sanitary inspectors in the territory of the city of republican significance, the capital for a period until the reasons that served as the basis for the dismissal are clarified.
4. The competence of the chief state veterinary and sanitary inspector of the district (city of regional significance) and his deputy includes:
1) implementation of state veterinary and sanitary control and supervision in the territory of the district (city of regional significance);
2) approval of the list of state veterinary and sanitary inspectors who have the right to issue a veterinary certificate for transported (transported) objects during export;
3) making a decision on the dismissal of state veterinary and sanitary inspectors in the territory of the district (city of regional significance) for a period until the reasons that served as the basis for the dismissal are clarified;
3-1) approval of the list of state veterinary and sanitary inspectors authorized to issue veterinary and sanitary certificates for objects of state veterinary and sanitary control and supervision;
4) organization and maintenance of veterinary accounting and reporting and their submission in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine;
5) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication).
The Law of the Republic of Kazakhstan dated July 10, 2002 No. 339.
This Law defines the legal, organizational and economic basis for carrying out activities in the field of veterinary medicine and is aimed at ensuring veterinary and sanitary safety.
