Article 11. State veterinary organizations of the Veterinary Law

 Article 11. State veterinary organizations of the Veterinary Law

     1. The Government of the Republic of Kazakhstan creates state veterinary organizations in the form of:

     1) a state institution for the purpose of performing the following functions:

     elimination of foci of especially dangerous animal diseases included in the list approved by the authorized body;

     disinfection of vehicles at veterinary control posts;

     storage of the republican stock of veterinary drugs;

     according to the decision of the state authorities, the seizure and destruction of animals with particularly dangerous diseases;

      processing center in accordance with paragraph 1-1 of Article 32 of this Law;

     carrying out emergency measures;

     2) a republican state-owned enterprise for the purpose of performing the following functions attributed to the state monopoly:

     diagnostics of especially dangerous animal diseases included in the list approved by the authorized body;

     diagnostics of enzootic diseases of animals included in the list approved by the local executive body of the region, the city of republican significance, the capital.

Activities technologically related to the diagnosis of particularly dangerous animal diseases included in the list approved by the authorized body and the diagnosis of enzootic animal diseases included in the list approved by the local executive body of the region, the city of republican significance, the capital include:

     conducting laboratory tests and veterinary and sanitary examination;

     verification of measuring instruments and certification of test equipment;

     bacteriological studies of disinfection quality;

     disposal and destruction of biological waste;

     3) a republican state-owned enterprise for the purpose of performing the following functions:

     the reference function for the diagnosis of animal diseases;

     epizootic monitoring;

     maintaining a national collection of pathogenic and (or) industrial microorganisms;

     registration tests, approbation of veterinary drugs, feed additives, as well as control of batches (batches) of drugs during their complaints;

     state monitoring, references on ensuring food safety;

     monitoring the safety of veterinary drugs, feed and feed additives;

     depositing strains of microorganisms;

     diagnostics of especially dangerous and exotic animal diseases detected in the territory of the Republic of Kazakhstan for the first time.

     1-1. Prices for goods (works, services) produced and (or) sold by a state monopoly entity are set by the authorized body in coordination with the antimonopoly authority.

     2. State veterinary organizations carry out licensed activities on the basis of a license issued in accordance with the legislation of the Republic of Kazakhstan on permits and notifications.

     3. State veterinary organizations keep veterinary records and reports and submit them in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine.

     4. Local executive bodies of regions, cities of republican significance, and the capital shall establish state veterinary organizations in accordance with the procedure established by the legislation of the Republic of Kazakhstan in order to perform the following functions:

     conducting veterinary measures against particularly dangerous, non-infectious and enzootic animal diseases;

     identification of farm animals;

     provision of artificial insemination services for farm animals;

      provision of services for transportation (delivery), storage of veterinary drugs against particularly dangerous and enzootic animal diseases, as well as transportation (delivery) of products (products) and attributes for identification of farm animals;  

     maintenance of cattle burial grounds (biothermal pits), slaughterhouses (slaughtering sites for farm animals), the construction of which is organized by local executive bodies of the relevant administrative-territorial units;

     trapping, temporary detention and killing of animals;

     issuance of a veterinary certificate;

     maintaining a database for the identification of farm animals and issuing extracts from it;

     sampling of biological material and their delivery to the veterinary laboratory;

     provision of services for the transportation of sick animals for sanitary slaughter.

     State veterinary organizations formed by local executive bodies of regions are established in districts and cities of regional significance with veterinary points.

     State veterinary organizations formed by local executive bodies may carry out, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, the types of entrepreneurial activities in the field of veterinary medicine specified in Article 13 of this Law.

 

The Law of the Republic of Kazakhstan dated July 10, 2002 No. 339.

This Law defines the legal, organizational, and economic foundations for veterinary activities and is aimed at ensuring veterinary and sanitary safety.
