Article 28. Tariff policy council natural monopolies Act
1.The Tariff Policy Council is an advisory body under the authorized body.
2.The Council on tariff policy may include Deputies of the Parliament of the Republic of Kazakhstan, representatives of the authorized body and other state bodies, the National Chamber of entrepreneurs of the Republic of Kazakhstan, public associations, associations of private business entities, subjects of natural monopolies, experts and other interested persons.
3. The Council on Tariff Policy has the right to establish a commission on problematic issues of tariff formation in the fields of natural monopolies.
4.the regulations on the Tariff Policy Council and its personal composition are approved by the authorized body.
5. Council on Tariff Policy:
1) develops proposals to the authorized body on draft regulatory legal acts in the fields of natural monopolies;
2) provides advisory, methodological and other support to the authorized body;
3) assistance in attracting public, scientific and other organizations to participate in the implementation of state policy in the field of natural monopolies;
4) make proposals to the authorized body on determining the level of tariff indexing and the forecast tariff index;
5) make proposals to the authorized body on determining the method of tariff regulation of the natural monopoly industry;
6) make proposals to the authorized body on inclusion in the list of subjects of natural monopolies, whose tariffs are approved using the incentive method of tariff regulation;
7) excluded – by the law of the Republic of Kazakhstan dated 06.04.2024 No. 71-VIII (effective after sixty calendar days after the date of its first official publication); 8) excluded – by the law of the Republic of Kazakhstan dated 06.04.2024 No. 71-VIII (effective after sixty calendar days after the date of its first official publication);
9) agree on the conditions for placing a state social order for public associations by the authorized body.
