Article 27. The rights and obligations of consumers of the Law on Natural Monopolies
1. The consumer has the right:
1) to purchase regulated services at tariffs in accordance with this Law;
2) participate in public hearings;
3) apply to the authorized body with an application for amendments and (or) additions, adoption of new and (or) cancellation of existing legal acts of the authorized body.
The consumer has other rights established by the laws of the Republic of Kazakhstan.
2. The consumer is obliged to:
1) to pay timely and in full for regulated services at tariffs in accordance with this Law;
2) have metering devices;
3) ensure access of a representative of a natural monopoly entity to the metering device;
4) pay in full and on time for the purchase and installation of a metering device in accordance with subparagraph 8) of paragraph 23 of Article 15 of this Law, except in cases of acceptance and commissioning of construction facilities;
5) conclude individual contracts with a natural monopoly entity for each type of regulated services provided in accordance with standard contracts approved by the authorized body.;
6) comply with the technical requirements established by the natural monopoly entity in accordance with the legislation of the Republic of Kazakhstan.
