In order to improve the system of state awards for achievements in science and technology, literature and art

I DECREE:

1. To establish the State Prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi, the State Prize of the Republic of Kazakhstan in the field of humanities named after A. Baitursynula and the State Prize of the Republic of Kazakhstan in the field of literature and art named after Abai.

2. Approve:

1) Regulations on the state prizes of the Republic of Kazakhstan in the field of science and technology named after al-Farabi, humanities named after A. Baitursynula and literature and art named after Abai according to Appendix 1 to this Decree;

2) Regulations on the Commission for awarding the State Prizes of the Republic of Kazakhstan in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula in accordance with Appendix 2 to this Decree;

3) Regulations on the Commission for Awarding the Abai State Prize of the Republic of Kazakhstan in the field of literature and Art in accordance with Appendix 3 to this Decree;

4) the composition of the Commission for awarding the State prizes of the Republic of Kazakhstan in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula in accordance with Annex 4 to this Decree;

5) the composition of the Commission for awarding the Abai State Prize of the Republic of Kazakhstan in the field of literature and art in accordance with Appendix 5 to this Decree;

6) a description of the diploma and badge of the laureate of the State Prize of the Republic of Kazakhstan in accordance with Appendix 6 to this Decree.

3. The Government of the Republic of Kazakhstan shall take the necessary measures to implement this Decree within one month.

4. To invalidate certain decrees of the President of the Republic of Kazakhstan in accordance with the annex to this Decree.

5. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

6. This Decree comes into force on January 1, 2015 and is subject to official publication.

1. The State Prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi (hereinafter – the State Prize in the field of science and Technology named after al-Farabi), the State Prize of the Republic of Kazakhstan in the field of humanities named after A. Baitursynula (hereinafter – the State Prize in the field of Humanities named after A. Baitursynuly) and the State Prize of the Republic of Kazakhstan in the field of literature and Art named after Abai (hereinafter – the State Prize in the field of literature and Art named after Abai) are the highest recognition of the merits of scientists, technology, literature and art to society and the state.

2. State prizes in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula are awarded to citizens of the Republic of Kazakhstan for:

1) scientific discoveries that have influenced socio-economic, scientific and technological development at the national and/or international level;

2) monographs and scientific papers that have opened up new fields of knowledge and/or a new direction in one field of knowledge;

3) the results of scientific and scientific-technical activities that have led to changes in government policy;

4) development and organization of production of new types of machinery, materials and technologies that have provided economic and (or) social benefits, their implementation in various sectors of the economy based on the conducted research;

5) development and creation of fundamentally new products and technological processes in various sectors of the economy containing information classified as state secrets;

6) innovative transformation of scientific knowledge into commercial products, processes or services with economic and social advantages;

7) confirmed results of innovative activities aimed at introducing technologies into production that have ensured the solution of priority socio-economic tasks and the growth of competitiveness of the Republic of Kazakhstan in the domestic and foreign markets.

The Abai State Prize in Literature and Art is awarded to citizens of the Republic of Kazakhstan and foreign citizens for outstanding works in the field of literature and art, recognized as a particularly valuable contribution to the development of culture in Kazakhstan.

3. The Al-Farabi State Prize in the Field of Science and Technology, the A. Baitursynula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art are awarded by the President of the Republic of Kazakhstan.

Every two years, two al-Farabi state prizes are awarded in the field of science and technology, one in the field of humanities named after A. Baitursynula and two in the field of literature and art named after Abai.

The restrictions provided for in part two of this paragraph do not apply to the awarding of state prizes during the jubilee years of Abu Nasr al-Farabi, Akhmet Baitursynula and Abai Kunanbayuly at the international and national levels.

4. The works nominated for the Al-Farabi State Prize in the field of Science and Technology, the A. Baitursynula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art are considered by the commissions for awarding the al-Farabi State Prizes of the Republic of Kazakhstan in the field of science and technology, and the A. Baitursynula State Prize in the Field of Humanities. Baitursynuli and Literature and Art named after Abai (hereinafter referred to as the commission).

The composition of the commissions and their regulations are approved by the Decree of the President of the Republic of Kazakhstan.

The activities of the Commission for Awarding the State Prizes of the Republic of Kazakhstan in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula are provided by the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Commission for Awarding the State Prize of the Republic of Kazakhstan in the field of literature and art named after Abai - by the Ministry of Culture and Information of the Republic of Kazakhstan.

5. The Al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art consist of a monetary award, a diploma and a badge of the laureate of the State Prize of the Republic of Kazakhstan. The description of the diploma and the badge of the laureate of the State Prize of the Republic of Kazakhstan is approved by the Decree of the President of the Republic of Kazakhstan.

The amount of monetary remuneration of the laureate of the State Prize of the Republic of Kazakhstan is determined by the commissions in the year of their award within the limits of the amounts provided for in the republican budget for the relevant financial year.

Expenses related to the production of diplomas and badges of the laureate of the State Prize of the Republic of Kazakhstan are financed from the funds of the Ministry of Science and Higher Education of the Republic of Kazakhstan and the Ministry of Culture and Information of the Republic of Kazakhstan.

6. Scientific papers nominated for the state prizes in the field of science and technology named after al-Farabi and humanities named after A. Baytursinula must be published, and new types of equipment, materials and technologies have been mastered in production for at least two years by the time they are submitted for the state prizes in the field of science and technology named after al-Farabi and Humanities named after A. Baitursynula.

The works of one author or a team of authors, executed for public circulation no earlier than five years and no later than one year before the end of the acceptance of works, may be nominated for the Abai State Prize in Literature and Art.

The work for the Al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art is nominated once.

Works previously awarded prizes of the Republic of Kazakhstan are not allowed to participate in competitions for the al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Humanities and the Abai State Prize in Literature and Art.

The State Prize of the Republic of Kazakhstan may be awarded to the winner of this prize again for a new achievement, but not earlier than five years after the previous award of the specified prize.

The same author or team of authors may not be nominated for the State Prize of the Republic of Kazakhstan twice in a row. The team of authors is considered updated when the composition of the authors is changed by more than 2/3 of the previous composition.

7. The team of authors nominated for the state prizes in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula should not exceed 8 people.

The team of authors nominated for the Abai State Prize in Literature and Art should not exceed 5 people.

The same candidate is not eligible for the Al-Farabi State Prize in Science and Technology, the A. Baytursinula State Prize in the Humanities, and the Abai State Prize in Literature and Art for two or more works.

It is not allowed to include in the team of authors nominated for state prizes persons who performed only administrative and/or organizational functions in the course of the work.

8. The Commission for awarding the State Prize of the Republic of Kazakhstan in the field of literature and art named after Abai, based on the results of the final selection of works for the award of the State Prize in the field of literature and Art named after Abai, may recommend its award along with the authors to the creative team.

9. The nomination of works for the al-Farabi State Prize in Science and Technology, the A. Baytursinula State Prize in the Humanities and the Abai State Prize in Literature and Art is carried out by scientific, scientific, technical, academic councils and other collegial bodies of scientific and educational organizations, creative unions and collectives.

10. Announcements of applications for the Al-Farabi State Prize in Science and Technology, the Baitursynula State Prize in the Humanities, and the Abai State Prize in Literature and Art, as well as requirements for their design, are posted on official Internet resources.

11. The state scientific and technical expertise is carried out on the works nominated for the state prizes in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula.

12. Ministry of Science and Higher Education of the Republic of Kazakhstan, Ministry of Culture and Information of the Republic of Kazakhstan:

1) accept works nominated for the al-Farabi State Prize in the Field of Science and Technology, the A. Baytursinula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art from December 1 of the year preceding the award of the prizes until March 1 of the year of the award;

2) submit for consideration by the commissions the received works nominated for the al-Farabi State Prize in the Field of Science and Technology, the A. Baytursinula State Prize in the Field of Humanities and the Abai State Prize in the Field of Literature and Art.

13. The Government of the Republic of Kazakhstan is considering a draft act of the President of the Republic of Kazakhstan on awarding the al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Humanities and the Abai State Prize in Literature and Art, and submits it to the Administration of the President of the Republic of Kazakhstan before November 1 of the year of their award.

14. The Al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Field of Humanities and the Abai State Prize in Literature and Art are awarded by the President of the Republic of Kazakhstan in a solemn ceremony.

15. When awarding the al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Humanities, and the Abai State Prize in Literature and Art to a team of authors, its monetary remuneration is divided equally among the authors.

If the Abai State Prize in Literature and Art is awarded to a creative team along with the authors, its monetary remuneration is divided equally among the members of the creative team, including the authors.

16. The Al-Farabi State Prize in Science and Technology, the A. Baitursynula State Prize in the Field of Humanities, and the Abai State Prize in Literature and Art are not awarded posthumously, except in the case of death of a person after their nomination.

In this case, the diploma, badge and monetary remuneration of the deceased laureate are inherited in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 1. General provisions

1. The Commission for Awarding State Prizes of the Republic of Kazakhstan in the field of science and technology named after al-Farabi and humanities named after A. Baitursynula (hereinafter referred to as the Commission) is an advisory body under the President of the Republic of Kazakhstan and is established for the purpose of reviewing and selecting works nominated for the state prizes of the Republic of Kazakhstan in the field of science and technology named after Al-Farabi and Humanities named after A. Baitursynula (hereinafter referred to as the State Prize).

2. In its activities, the Commission is guided by the Constitution of the Republic of Kazakhstan, acts of the President, other regulatory legal acts of the Republic of Kazakhstan and these regulations.

3. The composition of the Commission is approved by the President of the Republic of Kazakhstan. The Commission is headed by the Head of the Presidential Administration Of The Republic Of Kazakhstan.

4. The working body of the Commission is the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The working Body creates sections in the fields of sciences to conduct an expert and analytical assessment of the works submitted for the State Prize. The composition of the sections must consist of an odd number of members.

Scientists elected to the sections must be citizens of the Republic of Kazakhstan who have a Doctor of Philosophy (PhD), Doctor of sciences, doctor or candidate of Sciences, active employees of accredited subjects of scientific and (or) scientific and technical activities and have:

1) experience of scientific research and (or) scientific and pedagogical work in the direction of the section for at least 10 (ten) years;

2) the Hirsch index is at least 3 (three) according to the international databases "Web of Science" and (or) "Scopus" as of the date of submission of the candidacy.

Scientists in the humanities, social sciences, political sciences, and social sciences are not required to have a Hirsch index.

Chapter 2. Organization and procedure of the Commission's activities

5. The Chairman of the Commission organizes its work and ensures coordination of the activities of the Commission members in accordance with the legislation of the Republic of Kazakhstan and these regulations.

6. In the absence of the Chairman of the Commission, his functions are performed by the Deputy Chairman.

7. The Secretary of the Commission submits to the Commission for consideration the documents and materials prepared by the working body.

8. Meetings of the Commission are held in accordance with its work plan approved by the Chairman. Unscheduled meetings are held as necessary by decision of the Chairman of the Commission. Meetings of the Commission are valid in the presence of two thirds of the total number of its members. The Commission's decisions are formalized by the protocol.

9. The Commission's decisions are made by a simple majority of votes:

1) in the case of pre–selection - by open voting;

2) in the final selection – by secret ballot.

The final decision of the Commission is made by secret ballot by a simple majority of votes from the number of Commission members present at the meeting. Only members of the Commission who have access to classified works and information in the appropriate form take part in reviewing and deciding on classified works.

The State Prize is awarded to the work that receives at least 50% of the votes of the Commission members present at the meeting.

The members of the Commission make positive decisions on awarding the State Prize for no more than three works.

If more than three papers receive the same number of votes by secret ballot, the chairman's vote is decisive.

The State Prize is awarded to the work that receives at least 50% of the votes of the Commission members present at the meeting.

10. If the works of the members of the Commission are nominated for the State Prize, the latter do not participate in the work of the Commission.

11. The working body of the Commission performs the following functions:

1) defines the general requirements for the design of works submitted for the State Prize;

2) publishes on official Internet resources, on behalf of the Commission, an announcement on the acceptance of works for the State Prize and the requirements for their registration in the year of the award of the State Prize.;

3) carries out the acceptance and registration of works from applicants for the State Prize;

4) organizes the state scientific and technical expertise of the works nominated for the State Prize;

5) does not submit for further consideration works for which two negative conclusions of the state scientific and technical expertise have been received.;

6) submits to the sections on the fields of sciences the works nominated for the State Prize for expert and analytical evaluation.;

7) carries out a preliminary selection of works nominated for the State Prize, with the determination of the applicant's compliance with the claimed authorship (co-authorship) according to his real creative contribution, taking into account the conclusion of the state scientific and technical expertise;

8) publishes on official Internet resources, for the purpose of wide discussion, a list of pre-selected works, indicating the authors and organizations that put forward these works, except for works containing information classified as state secrets.;

9) conducts an analysis of the received reviews of the works nominated for the State Prize;

10) prepares a summary certificate containing information about the job and applicants, conclusions of the state scientific and technical expertise and sections, information about reviews;

11) submits for consideration by the Commission the works that have passed the preliminary selection, the conclusions of the state scientific and technical expertise and sections, sends the materials to the members of the Commission;

12) develops, in accordance with the established procedure, based on the results of the Commission's consideration of the submitted works, the relevant draft act of the President of the Republic of Kazakhstan on awarding the State Prize.;

13) ensures the registration of diplomas, the manufacture of badges of State Prize laureates, and the payment of State Prize money to the laureates.

12. The decision to terminate the Commission's activities is made by the President of the Republic of Kazakhstan.

The Commission for Awarding the Abai State Prize of the Republic of Kazakhstan in the field of Literature and Art (hereinafter referred to as the Commission) is an advisory body under the President of the Republic of Kazakhstan and is established for the purpose of reviewing and selecting works nominated for the Abai State Prize of the Republic of Kazakhstan in the field of Literature and Art (hereinafter referred to as the State Prize).

10. If the works of the members of the Commission are nominated for the State Prize, the latter do not participate in the work of the Commission.

11. The Commission performs the following functions:

1) makes a preliminary and final selection of works nominated for the State Prize.

Cultural figures within the Commission conduct a preliminary selection of works in the fields of literature or art in accordance with the structural division of the Commission, and representatives of government agencies in each of the areas;

2) attracts experts in the field of literature and art named after Abai to review the works nominated for the State Prize.;

3) directs the members of the Commission to familiarize themselves with the works nominated for the State Prize at their location.

12. The working body of the Commission performs the following functions:

1) develops general requirements for the design of works submitted for the State Prize;

2) publishes in the mass media, on behalf of the Commission, an announcement on the acceptance of works for the State Prize, the requirements for their registration in the year of the award of the State Prize;

3) carries out the acceptance and registration of works from applicants for the State Prize;

4) publishes in the mass media, for the purpose of wide discussion, a list of pre-selected works, indicating the authors and organizations that nominated these works.;

5) carries out an analysis of the received reviews of the works nominated for the State Prize, and submits the results to the Commission;

6) develops, in accordance with the established procedure, based on the results of the Commission's consideration of the submitted works, a draft act of the President of the Republic of Kazakhstan on awarding the State Prize.;

7) ensures the registration of diplomas and production of badges of State Prize laureates, payment of monetary remuneration to the laureates of the State Prize.

13. The decision to terminate the Commission's activities is made by the President of the Republic of Kazakhstan.

1. The diploma of the laureate of the State Prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi, humanities named after A. Baitursynula, literature and art named after Abai consists of:

1) Hard cover size 330 x 115 mm;

2) insert size 320 x 110 mm.

The diploma cover is made of leather in the color of the National Flag of the Republic of Kazakhstan.

3. The badge of the laureate of the State Prize of the Republic of Kazakhstan is made of brass with gilding in the form of a circle with a diameter of 25 mm and a thickness of 2 mm, and is attached by a pendant to a rectangular bar.

A moire ribbon in the color of the National Flag of the Republic of Kazakhstan is attached to the 25 mm x 15 mm strip, and a pin with a visor lock is attached to the reverse side of the strip.

On the front side of the badge with a shiny surface there is a protruding relief with images:
