1. The turnover of weapons and military equipment on the territory of the Republic of Kazakhstan is carried out in accordance with this Law and other legislation of the Republic of Kazakhstan.

2. The development, production, repair, purchase and sale, installation, commissioning, modernization, installation, use, storage, repair and maintenance, as well as disposal through destruction, disposal, burial and recycling of weapons and military equipment are carried out in accordance with the legislation of the Republic of Kazakhstan.

3. A unit of weapons and military equipment manufactured in the territory of the Republic of Kazakhstan must have a marking designation.

4. The acquisition of weapons and military equipment is carried out by an authorized organization, entities authorized to use weapons and military equipment, the list of which is approved by the Government of the Republic of Kazakhstan, and entities authorized to purchase weapons and military equipment in accordance with the legislation of the Republic of Kazakhstan on permits and notifications.

The purchase of weapons and military equipment is also carried out for the state material reserve.

5. The sale of weapons and military equipment is carried out by an authorized organization and entities authorized to sell weapons and military equipment in accordance with the legislation of the Republic of Kazakhstan on permits and notifications.

It is not allowed to sell weapons and military equipment between entities that have the right to purchase and sell weapons and military equipment in accordance with the legislation of the Republic of Kazakhstan on permits and notifications, with the exception of organizations of the military-industrial complex and (or) an authorized organization.

The sale of unused property in the form of weapons and military equipment is carried out in accordance with Article 16 of this Law.

6. Armament and military equipment are not items for ensuring the fulfillment of obligations.

7. Arms and military equipment are imported into and exported from the territory of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.

8. The procedure for the turnover of civilian and service weapons is regulated by the legislation of the Republic of Kazakhstan in the field of state control over the turnover of certain types of weapons.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
