About the Astana International Prize for Contribution to Interreligious Dialogue and the Honorary Medal of the Congress of Leaders of World and Traditional Religions

Decree of the President of the Republic of Kazakhstan dated June 2, 2017 No. 489.

  In order to consolidate the merits of those who make a significant contribution to the strengthening of interreligious dialogue, I HEREBY DECREE:

     1. Establish:

     1) Astana International Prize for Contribution to Interreligious Dialogue;

     2) Honorary medal of the Congress of Leaders of World and Traditional Religions.

     2. Approve the attached documents:

     1) Regulations on the Astana International Prize for Contribution to Interreligious Dialogue;

     2) Regulations on the Medal of Honor of the Congress of Leaders of World and Traditional Religions;

     3) description of the diploma and commemorative badge of the winner of the Astana International Prize for his contribution to Interreligious Dialogue;

     4) description of the medal of honor of the Congress of Leaders of World and Traditional Religions and its certificates.

     3. The Government of the Republic of Kazakhstan should ensure the allocation of funds from the national budget to finance expenses related to the establishment of the Astana International Prize for Contribution to Interreligious Dialogue, the Medal of Honor of the Congress of Leaders of World and Traditional Religions, as well as take other measures arising from this Decree.

     4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     5. This Decree shall enter into force from the date of signing.

The status of the Astana International Prize for Contribution to Interreligious Dialogue

     The footnote. The Regulation is amended by Decree of the President of the Republic of Kazakhstan dated 08/12/2022 No. 978.

     1. The Astana International Prize for Contribution to Interreligious Dialogue (hereinafter – the Astana International Prize) is awarded to leaders of world and traditional religions, public and political figures, organizations for their outstanding contribution to strengthening interreligious dialogue.

     2. Submissions for the Astana International Prize are submitted to the President of the Republic of Kazakhstan by the Head of the Secretariat of the Congress of Leaders of World and Traditional Religions.

     3. The Astana International Prize is awarded once every three years.

     4. Repeated awarding of the Astana International Prize to the same person or organization is not allowed.

     5. The Astana International Prize is awarded in a solemn ceremony by the President of the Republic of Kazakhstan.

     6. A person or organization awarded the Astana International Prize is awarded the honorary title of "Laureate of the Astana International Prize for Contribution to Interreligious Dialogue" and is awarded a diploma, a commemorative badge and a monetary reward. The monetary remuneration of the Astana International Prize is set in tenge currency, equivalent to 20,000 (twenty thousand) US dollars.

     7. Accounting of awards made, as well as reporting on the awarding of the Astana International Prize, are conducted by the Administration of the President of the Republic of Kazakhstan.

Medal of Honor of the Congress of Leaders of World and Traditional Religions

     1. The Honorary Medal of the Congress of Leaders of World and Traditional Religions (hereinafter referred to as the Honorary Medal) is awarded to leaders of world and traditional religions, public and political figures for their outstanding contribution to strengthening interreligious dialogue.

     2. Submissions for the award of the Medal of Honor are submitted to the President of the Republic of Kazakhstan by the Head of the Secretariat of the Congress of Leaders of World and Traditional Religions.

     3. The Medal of Honor is awarded at least once every three years.

     The footnote. Paragraph 3 – as amended by Decree of the President of the Republic of Kazakhstan dated 09.26.2023 No. 362.

     4. The Medal of Honor is awarded by the President of the Republic of Kazakhstan or on his behalf by the head of the Secretariat of the Congress of Leaders of World and Traditional Religions in a solemn ceremony and personally to the recipient.

     5. The person awarded the Medal of Honor is awarded the honorary title "Laureate of the Medal of Honor of the Congress of Leaders of World and Traditional Religions" and is awarded the medal of honor and its certificate.

     6. The certificate of the Medal of Honor is signed by the President of the Republic of Kazakhstan.

     7. Repeated awarding of the Medal of Honor to the same person is not allowed.

     8. Accounting of awards made, as well as reporting on the presentation of honorary medals, are conducted by the Administration of the President of the Republic of Kazakhstan.

Description of the diploma and commemorative badge of the winner of the Astana International Prize for Contribution to Interreligious Dialogue

     The footnote. The description is in the wording of the Decree of the President of the Republic of Kazakhstan dated 08/12/2022 No. 978.

     1. The diploma of the winner of the Astana International Prize for Contribution to Interreligious Dialogue consists of:

     1) Hard cover size 330 x 115 mm;

     2) insert size 320 x 110 mm.

     The diploma cover is made of leather in the color of the National Flag of the Republic of Kazakhstan.

     The following are placed on the cover:

     1) above is the emblem of the Congress of Leaders of World and Traditional Religions;

     2) under the emblem – two inscriptions in Kazakh and English according to Appendix 1 to this description:

     "Dinaralyk dialogka koskan ulesi ushin

     Astana halykaralyk sailgy laureatyn

     DIPLOMAS

     Laureate of the Astana International Award

     for Interfaith Dialogue

     DIPLOMA";

     3) there is a national ornament around the perimeter.

     2. The insert is printed using a typographic method on special blue paper with degrees of protection.

     On the front side of the insert are placed:

     1) above is the emblem of the Congress of Leaders of World and Traditional Religions;

     2) under the emblem – two inscriptions in Kazakh and English according to Appendix 2 to this description:

     "Dinaralyk dialogka koskan ulesi ushin

     Astana halykaralyk sailgy laureatyn

     DIPLOMAS

     Laureate of the Astana International Award

     for Interfaith Dialogue

     DIPLOMA";

     3) there is a national ornament around the perimeter.

     The logo of the Congress of Leaders of World and Traditional Religions is depicted on both inner sides of the insert in the upper part in the middle.

     On the left inner side of the insert of the diploma of the winner of the Astana International Prize for Contribution to Interreligious Dialogue, the text is printed in Kazakh according to Appendix 3 to this description.:

     "DINARALYK DIALOGKA KOSKAN

     ULESI USHIN ASTANA HALYKARALYK SYKTYVKAR

     THE LAUREATES

     TAGS, ATA, AKESIN ATA (bar bolsa)

     ______________________________".

     At the bottom are the words according to Appendix 3 to this description:

     "Kazakhstan Republicasyn

     The President."

     The diploma number is indicated on the left below them.

     On the right inner side of the insert of the diploma of the winner of the Astana International Prize for Contribution to Interreligious Dialogue, an identical text is printed in English according to Appendix 3 to this description.:

     "LAUREATE

     OF THE ASTANA INTERNATIONAL AWARD

     FOR INTERFAITH DIALOGUE

     FULL NAME

     ______________________________".

     At the bottom are the words according to Appendix 3 to this description:

     "President of the

     Republic of Kazakhstan".

     The diploma number is indicated on the left below them.

     3. The commemorative badge of the winner of the Astana International Prize for his contribution to Interreligious Dialogue is made of yellow metal in the form of a circle with a diameter of 25 mm and a thickness of 2 mm, attached by a pendant to a rectangular bar.

     A moire ribbon in the color of the National Flag of the Republic of Kazakhstan, measuring 20 x 11 mm, is attached to the strip made of brass, measuring 24 x 16 mm, and a pin with a visor lock is attached to the reverse side of the strip.

     On the obverse of the memorial sign in the central part, on the shiny surface, there is an image of a Pyramid (the building of the Palace of Peace and Accord), inside which there is an image of the Astana-Baiterek monument. An element of the national ornament is located in the lower part of the Pyramid. The inscription "THE CONGRESS OF THE LEADERS OF WORLD AND TRADITIONAL RELIGIONS" is located around the circle of the memorial sign. An element of the national ornament is located in the lower part of the memorial sign.

     On the reverse of the memorial sign in the central part, two inscriptions in Kazakh and English "DINARALYK DIALOGKA KOSKAN ULESI USHIN ASTANA HALYKARALYK SAILGY" and "ASTANA INTERNATIONAL AWARD FOR INTERFAITH DIALOGUE" are applied on the shiny surface. In the lower part, under the inscriptions, there is an element "Olive Branch" and the assigned number of the memorial sign.

     All images and inscriptions on the memorial sign are embossed, frosted, and yellow in color. The edges of the memorial sign are framed by a rim according to Appendix 4 to this description.

Description of the Medal of Honor of the Congress of Leaders of World and Traditional Religions and its certificates

     The footnote. The description is in the wording of the Decree of the President of the Republic of Kazakhstan dated 08/12/2022 No. 978.

     1. The honorary medal of the Congress of Leaders of World and Traditional Religions is made of silver-colored metal, has the shape of a circle with a diameter of 34 mm and a thickness of 2 mm, is attached with an eyelet and a ring connected to a hexagonal block covered with a moire ribbon in the color of the National Flag of the Republic of Kazakhstan, in the middle a silver national ornament is vertically depicted, 10 mm wide. The size of the shoe is 50.7 x 33 mm.

     On the obverse of the medal of honor, in the central part, on the shiny surface, there is an image of a Pyramid (the building of the Palace of Peace and Accord), inside which there is an image of the Astana-Baiterek monument. An element of the national ornament is located in the lower part of the Pyramid. The inscription in English "THE CONGRESS OF THE LEADERS OF WORLD AND TRADITIONAL RELIGIONS" is applied in a circle. An element of the national ornament is located at the bottom.

     On the reverse of the medal of honor in the central part, two inscriptions in Kazakh and English are inscribed on the shiny surface "ALEMDIK ZHANE DASTURLI DINDER LIDERLERI SEZIN KURMET MEDALS" and "MEDAL OF HONOR OF THE CONGRESS OF THE LEADERS OF WORLD AND TRADITIONAL RELIGIONS". In the lower part, under the inscriptions, there is an element "Olive Branch" and the assigned number of the medal of honor.

     All images and inscriptions on the medal of honor are embossed, frosted, and silver in color. The edges of the medal of honor are framed by a rim according to Appendix 1 to this description.

     2. The certificate for the Medal of Honor is a 100 x 70 mm hardcover book.

     On the outside of the cover are placed:

     1) above is the emblem of the Congress of Leaders of World and Traditional Religions;

     2) under the emblem – two inscriptions in Kazakh and English according to Appendix 2 to this description:

     "KUALIK

     CERTIFICATE";

     3) there is a national ornament around the perimeter.

     The emblem of the Congress of Leaders of World and Traditional Religions is depicted on both inner sides in the upper part in the middle.

     The text in Kazakh is printed on the left inner side according to Appendix 3 to this description.:
