1. The state premium is calculated in the amount of five percent per annum for the amount of the educational funded contribution, but not more than one hundred times the monthly calculation index established for the relevant financial year by the law on the republican budget.

2. The state premium is calculated in the amount of seven percent per annum, but not more than one hundred times the monthly calculation index established for the relevant financial year by the law on the republican budget, for educational savings deposits opened in favor of depositors classified in the priority category.:

1) orphaned children and children left without parental care, including those who have reached the age of majority, but not more than before reaching the age of twenty-three;

2) persons with disabilities;

3) children from large families with four or more minor children living together, including children enrolled in full-time education in general education or professional programs in organizations of general secondary, technical and vocational, post-secondary, higher and postgraduate (master's) education, after they reach adulthood until the time of graduation, but not more than before reaching the age of twenty-three;

4) children from families with an average per capita income below the cost of a food basket.

3. The right to receive a state premium in the amount of seven percent of the annual contributions specified in subparagraph 1) of paragraph 2 of this article is confirmed annually by the operator by obtaining the necessary information from the authorized body in the field of protection of children's rights as of January 1 of the year following the year of accrual.

The right to receive a state premium in the amount of seven percent of the annual contributions specified in subparagraph 2) of paragraph 2 of this article is confirmed annually by the operator by obtaining the necessary information from the authorized body in the field of social protection of the population as of January 1 of the year following the year of accrual.

The right to receive a state premium in the amount of seven percent of the annual contributions specified in subitems 3) and 4) of paragraph 2 of this article is confirmed by the operator quarterly by obtaining the necessary information from the authorized body in the field of social protection of the population as of the 1st day of the quarter following the confirmed one.

The state premium of seven percent per annum is accrued in the corresponding year for the months during which the assignment of the depositor to the priority category is confirmed.

4. The authorized body in the field of science and higher education and the authorized body for state planning annually submit proposals to increase the state premium in the amount not lower than the inflation rate in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the sphere of functioning of the State Educational Accumulative System, as well as the conditions, forms and content of its state stimulation.
