1. The security of a person, society and the state in the application of digital technologies is an integral element of the sustainable functioning of the digital environment.

2. The State shall take measures to prevent and reduce the risks of the negative impact and application of digital technologies on the rights, freedoms and legitimate interests of a person, society and the State, ensuring their necessity and proportionality to the goals pursued.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
