Article 5. Observance of human rights, freedoms and legitimate interests in the digital environment of the Digital Code of the Republic of Kazakhstan
1. Human rights, freedoms and legitimate interests in the digital environment are recognized as the highest value, and their restriction is possible only by the laws of the Republic of Kazakhstan and only to the extent necessary to protect the constitutional order, public order, human rights and freedoms, public health and morals.
2. Relationships in the digital environment are based on the free, conscious and expressed will of a person.
3. Algorithmic and automated solutions affecting human rights, freedoms and legitimate interests in the digital environment are applied in compliance with transparency, non-discrimination and the possibility of control by the subject of the digital environment.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
