Article 5. Observance of human and civil rights and freedoms in the activities of national security agencies of the Law on National Security Agencies of the Republic of Kazakhstan
1. The State guarantees the observance of human and civil rights and freedoms when national security agencies carry out their activities.
2. Human and civil rights and freedoms may be restricted only in cases and in accordance with the procedure expressly provided for by law.
3. Within the limits established by law, national security agencies are obliged to provide every citizen with the opportunity to familiarize himself with documents and decisions affecting his rights and interests.
4. Actions (inaction) of national security agencies, their employees, military personnel and employees may be appealed to higher national security agencies, the prosecutor's office, and the court in accordance with the procedure established by the laws of the Republic of Kazakhstan.
This Law defines the status, powers and organization of activities of the national security bodies of the Republic of Kazakhstan.
