1. The owner is an individual or a legal entity, or an association of individuals and (or) legal entities exercising the right to own, use and dispose of a mass media outlet.

2. The owner of a mass media outlet has the right to act as an editorial office, editor, journalist, publisher, distributor, both in relation to his own and other mass media on the basis of an appropriate agreement.

The Law of the Republic of Kazakhstan dated July 23, 1999 No. 451-I.

This Law regulates public relations in the field of mass media, establishes state guarantees of their freedom in accordance with the Constitution of the Republic of Kazakhstan.
