1. Pets included in the list of pets subject to registration, belonging to individuals and legal entities by right of ownership and other property rights, including those located in animal shelters, temporary animal detention facilities, animal rehabilitation centers, zoological nurseries, are subject to mandatory registration, in case of a change of animal owner mandatory re-registration in the database provided by the pet accounting rules.

2. Accounting of domestic animals is carried out by state veterinary organizations established by local executive bodies of regions, cities of republican significance, the capital, individuals or non-governmental legal entities engaged in medical and preventive business activities in the field of veterinary medicine.

3. Information containing personal data of animal owners is handled in accordance with the legislation of the Republic of Kazakhstan on personal data and their protection.

4. Accounting of pets is carried out on a paid basis using products (means) of accounting for pets.

Accounting of pets, whose owners belong to socially vulnerable segments of the population, is carried out at the expense of budgetary funds in accordance with the rules for accounting for pets.

5. When registering a pet, it is assigned an individual pet number in accordance with the procedure established by the pet accounting rules.

6. State veterinary organizations established by local executive bodies of regions, cities of republican significance, and the capital, as well as individuals or non-governmental legal entities engaged in medical and preventive business activities in the field of veterinary medicine, are required to provide information to local executive bodies of regions, cities of republican significance, and the capital on a quarterly basis no later than the 20th day of the month following the reporting quarter. about registered pets in accordance with the rules of accounting for pets.

Local executive bodies of oblasts, cities of republican significance, and the capital quarterly, no later than the 30th day of the month following the reporting quarter, provide the authorized body in the field of responsible animal management with information about registered pets in accordance with the pet accounting rules.

7. Owners of registered pets are required to notify state veterinary organizations established by local executive authorities of regions, cities of republican significance, the capital, or individuals or non-governmental legal entities engaged in medical and preventive business activities in the field of veterinary medicine within a period of no more than ten days from the moment of death of pets.

This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals.
