1. Local executive bodies of regions, cities of republican significance, and the capital during the period of martial law:

1) ensure the implementation of martial law measures by the territorial divisions of the central state bodies and organizations of the Republic of Kazakhstan on the territory of the relevant administrative-territorial unit;

2) create defense councils of regions, cities of republican significance, the capital;

3) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. The defense councils of regions, cities of republican significance, and the capital operate in accordance with the regulations on the defense councils of regions, cities of republican significance, and the capital and are subordinate to the Headquarters of the Supreme High Command of the Armed Forces of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. The direct leadership of the Council of defense of the region, the city of republican significance, the capital is assigned to the relevant akim.

The Law of the Republic of Kazakhstan dated March 5, 2003 No. 391.

This Law regulates the legal relations of citizens of the Republic of Kazakhstan, foreigners and stateless persons residing in the territory of the Republic of Kazakhstan (hereinafter referred to as citizens and other persons), as well as state bodies, military administration bodies and organizations, regardless of their forms of ownership (hereinafter referred to as organizations) during the period of martial law.

This Law is limited to the period of martial law.
