1. The locations of paid communal parking lots are determined by the local executive bodies of the cities of Astana and Almaty.

2. Parking in the places provided for in paragraph 1 of this Article shall be carried out in accordance with the rules of traffic management in the part not regulated by the rules of the road and the pricing approved by the local representative bodies of the cities of Astana and Almaty.

3. Special certified devices designed to collect parking fees and record the parking time of vehicles must comply with the requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation. -Excluded by the Law of the Republic of Kazakhstan dated January 9, 2026 No. 256-VIII SAM

4. Parking in paid communal parking lots without payment is prohibited, except for the cases provided for in parts two and three of this paragraph and the rules of traffic management in the part not regulated by the rules of the road.

Vehicles are exempt from parking fees in the places provided for in paragraph 1 of this Article on the basis of an appropriate supporting document.:

1) veterans of the Great Patriotic War, veterans of military operations on the territory of other states, veterans who are equal in benefits to veterans of the Great Patriotic War, veterans of labor;

2) persons with disabilities of the first or second group, legal representatives of a child with a disability;

3) mothers with many children who were awarded the "Altyn alka", "Kumis alka" pendants or who previously received the title of "Mother Heroine", as well as those awarded the "Maternal Glory" orders of the first or second degree;

4) citizens affected by nuclear tests at the Semipalatinsk Nuclear test site;

5) owners of electric vehicles.

Vehicles of operational and special services with blue and (or) red flashing lights are also exempt from parking fees in the places provided for in paragraph 1 of this article.

5. Control over compliance with the rules of traffic management in the part not regulated by the rules of the road is carried out by the local executive bodies of the cities of Astana and Almaty.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
