Article 11. Powers of regional representative and executive bodies Section 3. Powers of local representative and executive bodies to resolve issues of the administrative-territorial structure of the Law on the Administrative-Territorial Structure of the Republic of Kazakhstan

Regional representative and executive bodies by joint decision:

1) submit proposals to the Government of the Republic of Kazakhstan on changing the boundaries of the region, on the formation and abolition of districts of the region, the establishment and relocation of their administrative centers, on classifying settlements as cities of republican, regional and district significance;

2) in coordination with the Government of the Republic of Kazakhstan, establish and change the borders of cities of regional significance; establish and change the borders of districts of the region, cities of regional significance, rural districts, resolve issues on the transfer of settlements, villages from one district to another or to the administrative subordination of city authorities;

3) taking into account the opinion of district (cities of regional significance) representative and executive bodies, localities that are not cities are classified as other localities established by this Law; form, abolish and transform settlements, villages, rural districts, and also change their subordination;

3-1) submit proposals to the Government of the Republic of Kazakhstan on the transformation of cities of regional and district significance into other settlements;

4) taking into account the opinion of the population of the relevant territory, on the basis of the conclusion of the regional onomastic commission, agreed with the Republican Onomastic Commission, on the recommendation of local representative and executive bodies of districts and cities of regional significance, issues of naming, renaming villages, towns, rural districts, as well as clarifying and changing the transcription of their names are resolved.;

4-1) taking into account the opinion of the population of the relevant territory, on the basis of the conclusion of the Republican Onomastic Commission, issues of naming, renaming districts in the city, constituent parts of cities of regional significance, as well as clarifying and changing the transcription of their names are resolved.;

4-2) submit proposals to the Republican Onomastic Commission for consideration on naming airports, ports, railway stations, railway stations, bus stations, subway stations, physical-geographical and other objects of state ownership, as well as renaming, clarifying and changing the transcription of their names and assigning proper names of persons to state legal entities, legal entities with State participation;

5) exercise other powers assigned to local representative and executive bodies by the legislation of the Republic of Kazakhstan.

Regional executive bodies, on the recommendation of district (city of regional significance) executive bodies, keep records of existing and register newly created administrative-territorial units and individual settlements within the boundaries of the regions, as well as exclude them from the accounting data.
