On further measures to improve the training, retraining and advanced training of civil servants
Decree of the President of the Republic of Kazakhstan dated September 18, 1998 N 4075.
In order to increase the effectiveness of training, retraining and advanced training of civil servants and in accordance with Article 33 of the Decree of the President of the Republic of Kazakhstan, which has the force of the Constitutional Law, "On the President of the Republic of Kazakhstan", I DECREE:
1. To form the Academy of Public Administration under the President of the Republic of Kazakhstan (hereinafter referred to as the Academy) by merging the reorganized National Higher School of Public Administration under the President of the Republic of Kazakhstan (hereinafter referred to as NVSHU) and the Institute for Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan. 2. To establish that the Academy is funded by the appropriations provided in the republican budget for the maintenance of NWSHU and the Institute for Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan.
3. To the Government of the Republic of Kazakhstan: P981156
1) to carry out the necessary measures to reorganize the Institute of Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan;
2) to bring previously issued acts of the Government of the Republic of Kazakhstan in accordance with this Decree;
3) take other necessary measures arising from this Decree.
4. NVSHU, together with the Department of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan, to carry out reorganization measures arising from this Decree.
5. The Administration of the President of the Republic of Kazakhstan shall submit to the President of the Republic of Kazakhstan for consideration within one month.:
1) draft Regulations on the Academy of Public Administration under the President of the Republic of Kazakhstan;
2) proposals to bring previously issued acts of the Head of State in line with this Decree.
6. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
7. This Decree comes into force from the date of signing.
