Decree of the President of the Republic of Kazakhstan dated October 12, 2000 No. 470.

In order to further improve and optimize the training of personnel abroad, I hereby decree:

1. Approve the attached documents:

1) Regulations on the Republican Commission for Personnel Training Abroad;

2) the composition of the Republican Commission for Personnel Training Abroad.

1-1. The Government of the Republic of Kazakhstan to approve the Rules for the selection of applicants for the award of the international scholarship of the President of the Republic of Kazakhstan "Bolashak".

1-2. The heads of central and local executive bodies of the Republic of Kazakhstan should annually submit an application for training specialists on the Bolashak international scholarship to the working body of the Republican Commission for Personnel Training Abroad no later than September 1.

The footnote. The Decree was supplemented by paragraph 1-2 in accordance with Decree of the President of the Republic of Kazakhstan dated 05/04/2005 No. 1569; as amended by Decree of the President of the Republic of Kazakhstan dated 07/16/2020 No. 372.

2. To make the following amendments and additions to some acts of the President of the Republic of Kazakhstan:

1) Resolution of the President of the Republic of Kazakhstan dated November 5, 1993 No. 1394 "On the establishment of international scholarships of the President of the Republic of Kazakhstan "Bolashak" for training personnel abroad" (SAPP of the Republic of Kazakhstan, 1993, No. 43, art. 515):

in paragraph 1:

In the first paragraph, replace the words "250 international scholarships" with the words "international scholarship";

in the second paragraph, replace the words "Cabinet of Ministers" with the word "Government";

In paragraph 4, after the words "Ministry of Education", add the words "and science";

to invalidate paragraph 5;

2) abrogated by Decree of the President of the Republic of Kazakhstan dated 09.01.2006 N 1696 (effective from the date of signing).

3. This Decree shall enter into force from the date of publication.

Regulations on the Republican Commission for Personnel Training Abroad

Chapter 1. General provisions

The footnote. The title of Chapter 1 is as amended by Decree of the President of the Republic of Kazakhstan dated 08/26/2022 No. 990.

1. The Republican Commission for Training Personnel Abroad (hereinafter referred to as the Republican Commission) is an advisory body under the President of the Republic of Kazakhstan and is established to implement activities related to the Bolashak International Scholarship of the President of the Republic of Kazakhstan (hereinafter referred to as the Bolashak International Scholarship) and scientific internships.

2. In its activities, the Republican Commission is guided by the Constitution of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan and this Regulation.

3. The composition of the republican commission is approved by the President of the Republic of Kazakhstan. The State Adviser of the Republic of Kazakhstan heads the Republican commission. The Deputy Chairman of the Republican Commission is the Minister of Science and Higher Education of the Republic of Kazakhstan, the Secretary is the Deputy Minister of Science and Higher Education of the Republic of Kazakhstan.

3-1. The working body of the Republican Commission is the Ministry of Science and Higher Education of the Republic of Kazakhstan.

Chapter 2. Tasks of the Republican Commission

4. The main tasks of the Republican Commission are:

1) development of proposals for defining a common strategy for training personnel abroad;

2) making a decision on the award or withdrawal of the Bolashak International Scholarship in accordance with the Rules for the Selection of Applicants for the award of the Bolashak International Scholarship (hereinafter referred to as the Selection Rules);

2-1) annual determination of categories of employees to participate in the competition for internships in foreign organizations within the framework of the Bolashak International Scholarship;

3) excluded by Decree of the President of the Republic of Kazakhstan dated 07/16/2020 No. 372; 4) excluded by Decree of the President of the Republic of Kazakhstan dated 07/16/2020 No. 372;

4-1) ensuring coordination of employment issues for graduates of the Bolashak program.

4-2) making a decision on the award or withdrawal of a scientific internship in accordance with the Rules for the selection of applicants and passing scientific internships, approved by the authorized body in the field of science and higher education;

5) performing other functions necessary for the main activity that do not contradict the legislation of the Republic of Kazakhstan.

Chapter 3. Organization and procedure of the Republican Commission

5. The Chairman of the Republican Commission organizes its work and ensures coordination of the activities of the members of the Republican Commission in accordance with the legislation of the Republic and these Regulations.

5-1. In the absence of the Chairman of the Republican Commission, his functions are performed by the Deputy Chairman.

6. The Secretary of the Republican Commission shall submit to the Republican Commission for consideration the documents and materials prepared by the working body.

7. The Chairman, Deputy Chairman, secretary and members of the republican commission participate in its work on a voluntary basis.

8. Meetings of the republican commission are held in accordance with its work plan. Unscheduled meetings are held as necessary by decision of the Chairman of the republican commission.

Meetings of the republican commission are valid in the presence of two thirds of the total number of members of the commission.

9. The decision of the republican commission is adopted by an open vote of at least three-quarters of the votes of the members of the commission present at the meeting.

10. The working body of the Republican Commission:

1) establishes general requirements for the content of personal files of applicants for the Bolashak International Scholarship;

2) excluded by Decree of the President of the Republic of Kazakhstan dated 07/16/2020 No. 372;

3) approves the list of related specialties for studying abroad under the Bolashak International Scholarship, the list of leading foreign higher education institutions and foreign organizations recommended for study and language courses by holders of the Bolashak International Scholarship (hereinafter referred to as the scholarship holder), the equivalence table of grades for awarding the Bolashak International Scholarship, the duration table language courses;

4) develops and approves the norms of expenses for food, accommodation, purchase of educational literature, determines the type and class of transport for travel from the place of residence to the place of study, language courses or internships on the basis of documents and / or other information provided by the relevant government agencies of foreign countries, foreign higher educational institutions, foreign organizations engaged in conducting language courses and internships, statistical, by rating and other relevant organizations and/or foreign organizations providing training services determined by authorized bodies of foreign states;

5) approves the deadlines for accepting documents and holding a competition for the Bolashak International Scholarship;

6) approves the composition of the independent expert commission in coordination with interested government agencies, higher educational institutions, scientific and other organizations, the procedure and organization of its work, as well as the evaluation sheet for the personal interview of applicants with members of the independent expert commission;

7) establishes the required minimum level of knowledge of the state language, the required minimum level of knowledge of a foreign language, taking into account the requirements of foreign higher educational institutions, foreign organizations, determined by the authorized bodies of foreign states;

8) submits the necessary materials for the meetings of the Republican Commission;

9) performs other functions necessary to ensure and implement activities for the Bolashak International Scholarship and scientific internships that do not contradict the legislation of the Republic of Kazakhstan.;

10) establish a commission to review applications from holders of the Bolashak International Scholarship, with the exception of issues that fall within the competence of the Republican Commission in the framework of its tasks provided for in paragraph 4 of these Regulations.;

11) approves the procedure and conditions for concluding a study/internship agreement with scholarship holders, arranging the placement of scholarship holders, monitoring the academic performance and employment of scholarship holders, replacing collateral provided as security for the fulfillment of scholarship holders' obligations, reimbursing expenses spent on the scholarship holder from the date of the decision of the Republican Commission on the award of the Bolashak International Scholarship, including payment of the penalty (fine);

12) accepts the refusal of the Bolashak international scholarship in accordance with the Selection Rules, as well as the decision to grant a deferral from employment in the specialty received under the Bolashak international scholarship in the territory of the Republic of Kazakhstan;

13) annually approves the list of priority specialties for the award of the Bolashak International Scholarship;

14) annually sets the maximum amount of the Bolashak International scholarship for categories of persons determined by the Selection Rules.

Chapter 4. The procedure for termination of the activities of the Republican Commission

11. The decision to terminate the activities of the republican commission is made by the President of the Republic of Kazakhstan.
