Article 8. State inspectors of seed production and their powers The Law On Seed Production
1. The akims of the region, the city of republican significance and the capital have the right, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, to assign an additional special name "State Seed Inspector" to the relevant positions of administrative civil servants.
2. State seed inspectors have the right to:
1) to carry out state control over the observance by seed production entities of schemes and methods of conducting primary, elite and industrial (mass) seed production, approved by the authorized body, methodological and technological requirements in the field of seed production, including varietal and seed control;
2) visit seed production entities for the purpose of state control for compliance with the legislation of the Republic of Kazakhstan on seed production and receive information from them on the implementation of activities in the field of seed production in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
3) check the quality of services provided by certified seed production entities;
4) to inspect the activities of certified seed producers for their compliance with qualification requirements;
5) issue orders on violations of the legislation of the Republic of Kazakhstan on seed production and draw up protocols on administrative offenses in the field of seed production;
6) submit proposals on suspension to the local executive body of the region, the city of republican significance and the capital.:
the validity of the attestation certificate certifying the right of the entity to carry out activities in the field of seed production;
activities related to the examination of varietal and sowing qualities of seeds;
7) to take samples from seed lots for the implementation of state quality control of seeds;
8) to monitor the targeted use of subsidized seeds;
9) (excluded).
The Law of the Republic of Kazakhstan dated February 8, 2003 No. 385.
This Law defines the legal, economic and organizational bases for carrying out activities in the field of seed production and is aimed at regulating the organization and functioning of the seed production system and state control over the production, harvesting, processing, storage, transportation, sale and use of seeds of agricultural plants.
