1. The National Bank of the Republic of Kazakhstan ensures the organization and functioning of payment systems, regulates payment systems and oversees them, regulates the payment services market, controls and supervises it, as well as regulates payments and (or) money transfers in accordance with this Law and other laws of the Republic of Kazakhstan.

The sphere of payment systems, the market of payment services, payments and (or) money transfers is part of the sphere of the financial market and financial organizations and the financial legislation of the Republic of Kazakhstan.

2. In the field of payments and payment systems, the National Bank of the Republic of Kazakhstan performs other functions and exercises other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

3. The list of subordinate regulatory legal acts adopted by the National Bank of the Republic of Kazakhstan in accordance with the laws of the Republic of Kazakhstan on issues within its competence is defined in the regulations on the National Bank of the Republic of Kazakhstan.

This Law regulates public relations arising in the field of organization and functioning of payment systems, regulation of payment systems and supervision (oversight) of them, regulation of the payment services market and control over it, as well as the implementation of payments and (or) money transfers in the Republic of Kazakhstan.
