Article 10. Creation of a public association Chapter 2. Creation, reorganization, and liquidation of public associations of the Law On Public Associations
A public association is created on the initiative of a group of citizens of the Republic of Kazakhstan of at least three people.
The right of citizens to form public associations is realized both directly by uniting individuals and through legal entities - public associations, with the exception of political parties.
The founders of a public association are individuals and (or) legal entities - public associations, with the exception of political parties, which convene a constituent congress (conference, meeting) at which the charter is adopted and governing bodies are formed. The founders of a public association are individuals and (or) legal entities who have equal rights and bear equal responsibilities.
A professional union may be the founder of a professional union.
The legal capacity of a public association as a legal entity arises from the moment of its registration in accordance with the procedure established by legislative acts of the Republic of Kazakhstan.
