On measures to introduce a new regulatory policy in the field of business in the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated December 31, 2020 No. 483.

In order to introduce a new regulatory policy in the field of entrepreneurial activity in the Republic of Kazakhstan, I HEREBY DECREE:

     1. Government of the Republic of Kazakhstan:

     1) by April 1, 2021, submit to the meeting of the Supreme Council under the President of the Republic of Kazakhstan on Reforms the basic principles and approaches of the new regulatory policy, including:

     defining the goals and objectives of the new regulatory policy;

     introduction of the register of mandatory requirements in the field of entrepreneurship;

     the introduction of an experimental legal regime for testing in practice new regulatory instruments or the abolition of existing ones;

     consolidation of legislative requirements for determining the final validity period of legal acts or their individual norms, as well as for preventing entrepreneurs from being held accountable from January 1, 2024 for violating requirements that do not comply with the new regulatory policy;

     other provisions aimed at the qualitative updating of state regulation in the sphere of entrepreneurial activity;

     2) by June 1, 2021, to develop and submit to the Mazhilis of the Parliament of the Republic of Kazakhstan a draft law of the Republic of Kazakhstan providing for the principles and approaches of the new regulatory policy approved by the Supreme Council for Reforms under the President of the Republic of Kazakhstan;

     3) take other measures to implement this Decree.

     2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     3. This Decree shall enter into force from the date of its signing.
