1. Subjects of architectural, urban planning and construction activities are obliged to:

1) carry out activities in accordance with the legislation of the Republic of Kazakhstan, the state system of regulatory documents and interstate standards (interstate regulatory documents);

2) to prevent actions contributing to the deterioration of the living environment of the population, infringement of the rights and legitimate interests of other subjects of architectural, urban planning and construction activities;

3) to maintain the operated construction facilities in their ownership (possession, use) in proper condition, ensuring their safety for the public, as well as unhindered access to low-mobility groups of the population, stable functioning in accordance with state regulatory documents and other mandatory requirements;

4) during the design, construction and development of settlements, the formation of residential areas, landscaping of newly developed and reconstructed territories in accordance with the legislation of the Republic of Kazakhstan and state regulatory documents, provide access for low-mobility groups of the population to residential, public and industrial construction facilities and their premises.

When designing and constructing open parking lots for temporary storage of passenger cars located within a residential area, as well as at service facilities and labor facilities, provide spaces for personal vehicles of low-mobility groups of the population.;

5) do not damage objects of historical and cultural heritage, nature and landscapes;

6) comply with other requirements stipulated by this Code and other laws of the Republic of Kazakhstan.

2. A special feature of turnkey construction is its complex nature, expressed in the ability to contain conditions for financing, planning, research, justification, design, construction and related services, management, operation, maintenance, transfer to the balance of one of the parties.

The procedure for planning, financing and implementing turnkey construction for projects involving public investment in construction is established by the legislation of the Republic of Kazakhstan.
