1. Local executive body of the city of Turkestan:

1) exercises state control over the protection and use of historical and cultural heritage sites in the territory of the city of Turkestan;

2) ensures the identification, accounting, preservation, study, use and monitoring of the state of objects of historical and cultural heritage of the city of Turkestan;

3) provides for measures to organize accounting, conservation, study, scientific and restoration work on historical and cultural monuments of local importance and archaeological work in the plans for the economic and social development of the city of Turkestan;

4) reviews and coordinates the scientific and design documentation of scientific and restoration works planned on historical and cultural monuments of local importance in the city of Turkestan;

5) coordinates the activities for the creation and development of the national handicrafts of the city of Turkestan and its infrastructure;

6) develops rules for reimbursing part of the costs of craftsmen in the field of national handicrafts of the city of Turkestan at the expense of the local budget;

7) reimburses part of the costs of craftsmen in the field of national handicrafts of the city of Turkestan at the expense of the local budget;

8) in coordination with the authorized body for the protection and use of historical and cultural heritage objects, when developing and approving urban planning projects, ensures the implementation of measures to identify, study, preserve historical and cultural monuments of all categories, and draw up historical and architectural reference plans and maps on the territory of the city of Turkestan.;

9) develops urban planning regulations for the territory of the city of Turkestan, with the exception of urban planning regulations for the territory of the protected areas of the mausoleum of Khoja Ahmed Yasawi;

10) coordinate with the authorized body for the protection and use of historical and cultural heritage sites urban planning projects in case of planning new construction works on the territory of the protected zone, the zone of regulation of development and the zone of protected natural landscape of historical and cultural heritage sites of the city of Turkestan, with the exception of historical and cultural monuments included in the UNESCO World Cultural and Natural Heritage List;

11) develops the design code of the city of Turkestan;

12) creates an urban planning council and approves its regulations;

13) conducts work on introducing historical and architectural reference plans of the city of Turkestan into urban planning projects;

14) develops schemes for urban development of the territory of the city of Turkestan, developed in the implementation of the general plan of the city of Turkestan;

15) ensures compliance with the urban planning regulations of the territory, the national standard for accessibility of infrastructure facilities and services for persons with disabilities and low-mobility groups of the population during construction in the area of development regulation in accordance with this Law;

16) develops rules for the formation of the architectural appearance and urban planning of the city of Turkestan in coordination with the authorized body for architecture, urban planning and construction;

17) in order to develop tourism in the territory of the city of Turkestan:

coordinates the planning and construction of tourism industry facilities;

creates conditions for tourism entities in the development of tourism, including those aimed at ensuring equal (barrier-free) access to tourism infrastructure for all tourists, including people with disabilities and people with limited mobility (inclusive tourism);

provides methodological and advisory assistance to subjects of tourist activity in matters related to the organization of tourist activities;

coordinates the organization of professional training for guides, guides and instructors of tourism;

Approves the list of sanitary and hygienic units for which part of the costs of their maintenance are reimbursed, in coordination with the authorized body in the field of tourism activities.;

develops rules for the provision of tourist services for the transportation of tourists in the territory of the city of Turkestan in coordination with the authorized body in the field of tourism activities;

reimburses part of the costs of business entities during the construction and reconstruction of tourist facilities;

reimburses part of the costs of business entities for the construction of roadside service facilities on highways of international and national significance;

subsidizes part of the costs of business entities for the maintenance of sanitary facilities;

reimburses part of the cost of purchasing motor vehicles with a capacity of more than eight seats, excluding the driver's seat, to business entities engaged in tourism activities;

18) provides works on the improvement and maintenance of the territory of historical and cultural monuments in the territory of the city of Turkestan;

19) develops a description and image of the regional symbols of the city of Turkestan, taking into account paragraph 3 of Article 5 of this Law and on the basis of the rules approved by the authorized body on the use of state symbols of the Republic of Kazakhstan;

20) develops the procedure for the use of regional symbols in the territory of the city of Turkestan;

21) develops rules for installing video cameras and monitoring video surveillance in places of mass gathering of citizens in the territory of the city of Turkestan with the consent of the owners in coordination with the internal affairs bodies of the Republic of Kazakhstan and the authorized body in the field of informatization;

22) develops and approves the rules for the transfer to the management of transport infrastructure facilities of the city of Turkestan;

23) develops and approves the rules for determining the locations, installation, operation and dismantling of non-stationary facilities and non-stationary commercial facilities in the territory of the city of Turkestan;

24) in coordination with the interested state bodies, determines the schemes and procedures for transit motor transport through the territory of the city of Turkestan.;

25) provides land plots in accordance with subparagraph 8-7) of Article 18 of the Land Code of the Republic of Kazakhstan;

26) exercises, in the interests of local government, other powers assigned to it by the legislation of the Republic of Kazakhstan.

2. Local executive body of the region:

1) coordinates the schemes and procedures for transit motor transport through the territory of the city of Turkestan;

2) exercises, in the interests of local government, other powers assigned to it by the legislation of the Republic of Kazakhstan.

This Law regulates the legal basis of the special status of the city of Turkestan and is aimed at its preservation, study and promotion as a unique heritage.
