Article 88. Exemption from liability of the shipper, the recipient of the Railway Transport Act
The shipper or the consignee, including when performing military transportation, in addition to the grounds specified in paragraph 2 of Article 86 of this Law, shall be released from liability in the following cases::
1) non-use of wagons, containers submitted without his prior consent;
2) making up for the under-loading allowed on certain days of the decade, during this calendar decade with the consent of the carrier;
3) the use of fewer wagons and containers than provided for in the application, as a result of compacted loading;
4) notifying the carrier of the non-use of wagons and containers at least seven days before the day of loading, and for military transportation – on the day of loading.

This Law regulates public relations between carriers, participants in the transportation process, government agencies, passengers, senders, recipients, shippers, consignees, and other individuals and legal entities when transporting passengers, baggage, cargo, baggage, and mail by rail.
