1. The civil protection notification system is organized on:

1) republican level – the republican notification system covering the territory of the Republic of Kazakhstan;

2) at the territorial level – an alert system for the region, the city of republican significance, the capital, covering the territories of the region, the city of republican significance, the capital;

3) at the facility level – a local notification system covering the territory of the facility with a massive presence of people, a dangerous production facility and the population falling into the estimated area of the emergency situation.

2. The Republican notification system ensures the transmission of warning signals and information to:

1) the population of the Republic of Kazakhstan;

2) civil protection management bodies;

3) Civil protection forces;

4) territorial bodies of the authorized body.

The authorized body ensures that the republican notification system is kept in constant readiness.

3. The notification system of the region, the city of republican significance, the capital ensures the transmission of warning signals and information to:

1) the population of the region (part of the territory of the region), the city of republican significance, the capital, or up to the population of the district, the city of regional significance, the district in the city, the city of district significance, the settlement, village, rural district by order of the akim of the relevant administrative-territorial unit;

2) local executive bodies and other state bodies;

3) Emergency and emergency services;

4) civil protection forces on the territory of the relevant administrative-territorial unit.

The territorial body of the authorized body ensures that the notification system of the region, the city of republican significance, and the capital is kept in constant readiness.

4. The local notification system provides notification signals and information to:

1) the population falling within the estimated area of the emergency situation;

2) employees of an organization operating a hazardous production facility;

3) individuals located on the territory of the facility with a large number of people;

4) emergency services and formations serving hazardous production facilities;

5) managers and dispatcher services of legal entities located in the estimated area of the emergency situation.

A legal entity operating a facility with a large number of people, a hazardous production facility, ensures that the local notification system is kept in constant readiness.

5. The order is given to activate the notification system.:

at the national level – the Prime Minister of the Republic of Kazakhstan - the head of Civil Defense of the Republic of Kazakhstan in case of threat and occurrence of global emergencies, the head of the authorized body in case of threat and occurrence of regional emergencies, the technical inspection of the republican warning system and the conduct of republican exercises on civil protection;

at the territorial level – by the akim of the region, the city of republican significance, the capital, or by the subordinate akim to notify the population of the relevant administrative-territorial units in case of threat and occurrence of local emergencies, by the head of the territorial body of the authorized body during technical inspections of the notification system of the region, the city of republican significance, the capital and civil protection exercises;

object level – the head of an organization operating an object with a mass presence of people, a dangerous production facility, or a person authorized by him.

In case of threat and occurrence of emergency situations requiring immediate notification of the public, the use of the notification system is allowed by officials of the operational duty service of the authorized body and its territorial bodies without receiving an order from authorized officials.

6. When the alert signal "Attention to all!" is activated, the alert system must ensure that information about the threat or occurrence of an emergency situation is simultaneously and repeatedly communicated to the public and about the course of action of people in the current situation.

7. Financing of measures for the creation and operation of a warning system at the national and territorial levels is carried out at the expense of budgetary funds.

Financing of measures for the creation and operation of a local warning system is carried out at the expense of a legal entity operating an object with a mass presence of people, a dangerous production facility.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
