Article 4. The State system of civil protection of the Law On Civil Protection
1. The state civil protection system consists of territorial and sectoral subsystems.
Territorial subsystems are created at the regional, city and district levels for the prevention and elimination of emergencies and their consequences, the implementation of civil defense measures within their territories and consist of links corresponding to the administrative-territorial division of these territories.
Industry subsystems are created in:
central executive bodies for the organization of work on the implementation of civil protection measures within their competence;
government agencies directly subordinate to and accountable to the President of the Republic of Kazakhstan for the implementation of civil defense measures within their competence.
2. The state civil protection system has three levels: republican, territorial and facility.
The republican level includes:

civil protection management bodies;
control points, operational and on-duty services;
consultative and advisory bodies - commissions for the prevention and elimination of emergency situations;
civil protection forces and means;
communication, notification and information support systems.
The territorial level includes:
civil protection management bodies;
control points, operational and on-duty services;
consultative and advisory bodies - commissions for the prevention and elimination of emergency situations;
civil protection forces and means;
communication, notification and information support systems.
The object level includes:
civil protection management bodies;
the notification system.
3. The management of the state civil protection system is carried out by:
1) at the national level – the Government of the Republic of Kazakhstan;
2) at the territorial level – the akims of the relevant administrative-territorial units;
3) at the object level – heads of organizations;
4) in the sectoral subsystems – heads of central executive bodies and government bodies directly subordinate and accountable to the President of the Republic of Kazakhstan.
4. The civil protection management bodies are:
1) at the national level:
authorized body;
central executive bodies and state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan in the sectoral subsystems;
2) at the territorial level:
local executive bodies;
territorial bodies of the authorized body;
territorial divisions of central executive bodies and state bodies directly subordinate to and accountable to the President of the Republic of Kazakhstan in sectoral subsystems;
3) at the object level – heads of organizations.
5. Public administration in the civil protection system is carried out by involving all levels of the state civil protection system.
The following modes of functioning of the state civil protection system in peacetime are established:
1) the regime of daily activities is the procedure for the functioning of the state civil protection system, its territorial and sectoral subsystems in a subordinate territory characterized by the absence of a threat of emergency situations.
The following activities are carried out by the civil protection management bodies in the daily operation mode:
emergency forecasting;
collection, processing and exchange of information on the protection of the population, facilities and territories from emergency situations;
development of emergency response plans;
development and implementation of emergency prevention measures;
planning of actions of government bodies and civil protection forces, organization of training and provision of their activities;
preparing the population for emergency situations;
promotion of knowledge in the field of civil protection;
creation, placement, storage and replenishment of reserves of material resources for the elimination of emergency situations and their consequences;
carrying out state control and supervision in the field of civil protection within the limits of its powers;
2) high–alert mode - the procedure for the functioning of the state civil protection system and its individual subsystems, introduced in case of a threat of emergency situations.
The following activities are carried out by the civil protection authorities in the high-alert mode:
forecasting the occurrence of emergencies and their consequences;
adjustment of emergency response plans;
the introduction, if necessary, of round-the-clock duty for managers and officials of government bodies and civil protection forces at control points;
collecting, processing and transmitting data on predicted emergency situations to government agencies and civil protection forces, informing government agencies and the public about ways to protect against them;
taking prompt measures to prevent the occurrence and elimination of emergency situations, reduce the amount of damage and losses in case of their occurrence, as well as increase the stability and safety of facilities in emergency situations;
replenishment of the necessary reserves of material resources created for the elimination of emergency situations and their consequences;
carrying out evacuation measures if necessary;
3) emergency mode – the procedure for the functioning of the state civil protection system, its individual subsystems, introduced in the event of an emergency and its liquidation.
In an emergency situation, the civil protection authorities carry out the following activities::
the introduction (implementation, execution) of emergency response plans and their adjustment;
forecasting the development of emergency situations and their consequences;
notifying heads of government agencies directly subordinate to and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, organizations, as well as the public about emergencies and their consequences;
organization of work to eliminate emergency situations, comprehensively ensure the actions of civil protection forces and means, maintain public order during their conduct, as well as in cases and in accordance with the procedure established by the laws of the Republic of Kazakhstan, the involvement of forces and means of internal affairs bodies, other troops and military formations, public associations and the population, the use of the Armed Forces of the Republic of Kazakhstan to eliminate the emergency situations that have arisen;
collection, analysis and exchange of information on the situation in the emergency zone and the progress of work on its elimination;
organization and maintenance of interaction between government agencies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, organizations dealing with emergency situations and their consequences;
carrying out life support measures for the population in emergency situations.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
