1. The selection of scientific research for inclusion in the draft state defense order is carried out by the Defense Scientific and Technical Commission on the basis of scientific research conclusions issued by expert councils.

2. The Defense Scientific and Technical Commission is an advisory body under the Government of the Republic of Kazakhstan.

The composition of the Defense Scientific and Technical Commission is formed from representatives of central executive bodies, government agencies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments, scientific organizations, organizations of the military-industrial complex and scientific public associations, leading scientists and is approved by order of the Prime Minister of the Republic of Kazakhstan.

Tasks of the Defense Scientific and Technical Commission:

1) formation of strategic objectives and priorities aimed at the development of scientific, scientific, technical and innovative activities of the defense industry within the framework of the state defense order;

2) review and approval of specialized scientific areas;

3) development of proposals for financing scientific research from the national budget;

4) review of reports on completed scientific research.

3. The formation of the state defense research order is determined by this Law, as well as the rules for the organization and conduct of scientific research within the framework of the state defense order.

4. Expert councils shall conduct an expert examination of scientific research, as well as reports on completed scientific research in accordance with the rules for conducting an expert examination of scientific research within the framework of a state defense order.

5. Expert councils are collegial bodies and are established in specialized scientific fields approved by the Defense Scientific and Technical Commission.

6. Expert councils are formed from among competent Kazakhstani scientists, representatives of central executive bodies, government agencies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments, national development institutes, national companies, organizations of the military-industrial complex, scientific organizations, higher educational institutions, scientific public associations and are approved by the authorized body.

7. The duration of scientific research is determined based on the tactical and technical specifications for scientific research.

8. The result of the development work is a prototype under the state defense order, which is being tested in accordance with the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
