1. The following requirements must be observed during the design, construction, reconstruction, expansion, technical re-equipment, modernization, and major repairs of the main pipeline:

1) ensure industrial and fire safety of main pipeline structures;

2) to carry out an environmental impact assessment of the planned activities for the creation and operation of the main pipeline;

3) develop measures to ensure environmental safety and preserve specially protected natural territories, historical and cultural heritage sites, and conduct environmental monitoring;

4) involve design organizations with the necessary material, financial and labor resources in the design of the main pipeline on a competitive basis;

5) when involving design organizations in order to change design decisions during the operation of the main pipeline, including during the reconstruction, expansion, technical re-equipment, modernization, and overhaul of the main pipeline, involve primarily the design organization that is the author of the main pipeline project.;

6) to carry out author's and technical supervision;

7) choose a route taking into account the natural features of the territory, the location of settlements, the structural and mechanical properties and corrosion activity of soils, as well as transport routes and communications that may have a positive or negative impact on the main pipeline;

8) use certified technological equipment that ensures safe operating conditions of the main pipeline;

9) carry out anti-corrosion protection measures for the pipeline;

10) compile a list of possible failures of systems and equipment according to the composition of the project and proposed actions to prevent and eliminate them;

11) develop measures to ensure the physical protection of the main pipeline, as well as technical reinforcement and equipping with engineering and technical means and safety systems;

12) develop measures to ensure design technical solutions to protect the main pipeline from damage caused by leaks and illegal actions of third parties;

13) other requirements stipulated by the legislation of the Republic of Kazakhstan.

2. It is prohibited to build a main pipeline in populated areas, state nature reserves, state protected areas, state national nature parks, and sanitary protection areas for drinking water sources.

3. It is prohibited to put into operation a main pipeline that is not equipped with engineering and technical means of management, protection and control over their industrial, fire, environmental and physical safety.

The Law of the Republic of Kazakhstan dated June 22, 2012 No. 20-V.

This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
