1. The management of civil defense is carried out by the Prime Minister of the Republic of Kazakhstan, who is ex officio the Head of Civil Defense of the Republic of Kazakhstan.

2. The head of the authorized body is ex officio the Deputy Chief of Civil Defense of the Republic of Kazakhstan and in peacetime directs civil defense.

3. The management of civil defense in the central executive bodies and state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, organizations are carried out by their first heads, who are ex officio the corresponding heads of civil defense.

4. The management of civil defense in the administrative-territorial units of the Republic of Kazakhstan is carried out by akims, who are ex officio heads of civil defense of the respective administrative-territorial units.

5. The heads of the territorial bodies of the authorized body are ex officio deputies of the respective heads of civil defense of the administrative-territorial units.

6. The State's civil defense training is carried out in advance in peacetime, taking into account the development of weapons, military equipment and means of protecting the population and facilities.

7. In exceptional cases, the conduct of civil defense on the territory of the Republic of Kazakhstan or in its individual localities begins with the actual outbreak of military conflicts or the imposition of martial law on the territory of the Republic of Kazakhstan or in its individual localities by order of the Prime Minister of the Republic of Kazakhstan.

8. Ensuring the implementation of civil defense measures is assigned to:

1) the authorized body and its territorial bodies;

2) structural divisions for the organization and management of civil defense in central executive bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, and local executive bodies of regions, cities of republican significance, and the capital.

At the same time, structural units for the organization and conduct of civil defense can be organizationally combined with the mobilization bodies of a state body.;

3) structural divisions or individual employees for the organization and conduct of civil defense in organizations classified as civil defense, directly subordinate to the first head.

Some of the positions within the staffing limit in the authorized body and its territorial bodies and state institutions are staffed by military personnel, including those transferred (seconded) from the Ministry of Defense of the Republic of Kazakhstan, special government agencies, law enforcement agencies, other troops and military formations.

9. Civil defense chiefs are required to:

1) approve a civil defense plan of the appropriate level, with the exception of the civil defense plan of the Republic of Kazakhstan;

1-1) to put into effect a civil defense plan of the appropriate level when mobilization is declared, martial law is imposed and during wartime;

2) to carry out evacuation measures in the subordinate territory in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

3) involve citizens and organizations in the conduct of civil defense activities in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
