Article 19-3. Preventive conversation The Law on the Prevention of Juvenile Delinquency and the Prevention of Child Neglect and Homelessness
1. The main objectives of the preventive conversation are to identify the causes and conditions of illegal behavior, explain the social and legal consequences of the offense, and convince of the need for law-abiding behavior.
2. A preventive conversation is conducted by a representative of a state body and an institution of the system for the prevention of offenses, neglect and homelessness among minors, whose competence includes the application of individual crime prevention measures, with a person who has committed an offense or in respect of whom there is a basis for taking individual crime prevention measures.
3. A preventive interview is conducted in the office premises of the state bodies of the system for the prevention of offenses, neglect and homelessness among minors, as well as at the place of residence, study, work, or directly at the place where the offense was detected and may not last more than one hour.
4. A minor with whom a preventive conversation is conducted is warned about the need to stop illegal actions.
5. Preventive conversation with a minor is conducted in the presence of his parents, teachers or other legal representatives.

This Law defines the legal, economic and social foundations of the activities of State bodies for the prevention of juvenile delinquency and the prevention of child neglect and homelessness.
