1. State regulation and control over the activities of collection agencies shall be carried out by the authorized body in accordance with the laws of the Republic of Kazakhstan.

2. Authorized body:

1) conducts accounting registration and maintains a register of collection agencies;

2) excluded by the Law of the Republic of Kazakhstan dated 03.07.2019 No. 262-VI (effective from 01.01.2020);

3) carries out state control over the activities of the collection agency;

4) considers the debtor's complaint about the actions (inaction) of the collection agency;

5) files a claim in court for the reorganization or liquidation of legal entities in the cases provided for by this Law.;

IZPI's note! Paragraph 2 is provided to be supplemented with subparagraph 5-1) in accordance with the Law of the Republic of Kazakhstan dated 30.06.2025 No. 205-VIII (effective sixty calendar days after the date of its first official publication).

5-1) adopt regulatory legal acts binding on collection agencies in the field of regulating collection activities in accordance with the purpose and objectives provided for in paragraphs 1 and 2 of Article 2-1 of this Law and the legislation of the Republic of Kazakhstan. The list of subordinate regulatory legal acts is defined in the regulation on the authorized body.;

6) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

3. The National Bank of the Republic of Kazakhstan, in coordination with the authorized body for regulation, control and supervision of the financial market and financial organizations, determines the list, forms of reporting, deadlines and procedure for its submission by the collection agency to the National Bank of the Republic of Kazakhstan. This Law regulates public relations related to the implementation of collection activities, establishes the specifics of the creation and operation of collection agencies, and also defines the specifics of state regulation of collection agencies and control over their activities.
