1. Digital data is information provided in digital form and suitable for automated and (or) analytical collection, storage, processing, use, transmission, distribution or deletion, regardless of the method of its receipt and the form of digital provision.

2. Digital data may be freely created, collected, stored, processed, used and transmitted, unless otherwise established by the laws of the Republic of Kazakhstan.

3. State bodies, state legal entities, quasi–public sector entities, with the exception of special state bodies, provide access to digital data and digital records to the operator of the "digital government" (hereinafter referred to as the operator) for data analytics in accordance with the requirements for digital data management developed by the authorized body jointly with the authorized body in the field of public statistics approved by the Government of the Republic of Kazakhstan.

4. Management of digital data containing state secrets, official or confidential information, personal data and other legally protected information is carried out taking into account the requirements and specifics established by the laws of the Republic of Kazakhstan.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
