Authorized body:

1) formulates and implements the state policy in the field of traffic;

2) excluded by the Law of the Republic of Kazakhstan dated 30.06.2025 No. 203-VIII (effective ten calendar days after the date of its first official publication);

3) provides legal education and information to the public on road safety issues;

4) develops rules for state registration and accounting of certain types of vehicles by vehicle identification number, training of drivers of motor vehicles, taking exams and issuing driver's licenses;

5) approves the rules of the road, the basic provisions for the admission of vehicles to operation, the list of operational and special services, the transport of which is subject to equipment with special light and sound signals and coloring according to special color schemes;

6) organizes and implements state control over road traffic and ensuring its safety;

6-2) develops a risk assessment system and checklists for the purposes of state control;

8) carries out intersectoral coordination of the activities of state bodies in the field of road traffic and ensuring its safety;

10) organizes scientific research and scientific and technical developments in the field of road traffic and ensuring its safety;

13) develops and approves, in coordination with the authorized body in the field of healthcare, the rules for referral for examination for intoxication, examination for intoxication and registration of its results.;

14) coordinate regulatory, design and technical documentation for the design, construction, repair, maintenance and management of roads in terms of ensuring road safety, taking into account the needs of persons with disabilities in order to ensure equal access to them;

15) approves, in accordance with the established procedure, documentation on territorial transport planning and traffic management;

18) regulates traffic;

20) determines the procedure for submitting and submitting data on the vehicle identification number to banks and organizations engaged in certain types of banking operations for the performance of their duties provided for by the tax legislation of the Republic of Kazakhstan, in coordination with the National Bank of the Republic of Kazakhstan;

22) develops and approves the rules for the formation and implementation of the activities of the qualification commission, the procedure for certification of candidates for teachers, masters of industrial training and masters of driving training during the educational process for the training of drivers of vehicles, the form and frequency of reporting on their activities by professional associations;

24) excluded by the Law of the Republic of Kazakhstan dated 07/03/2017 No. 83-VI (effective ten calendar days after the date of its first official publication);

24-1) approves the rules for state registration and accounting of certain types of vehicles by vehicle identification number, training of drivers of motor vehicles, taking exams and issuing driver's licenses;

24-2) implements measures to organize and ensure the integration of information systems in the field of traffic.

The integration of information systems in the field of traffic includes measures to organize and ensure information interaction between information systems of information objects in a single information space.;

24-3) develops and approves regulatory legal acts in the field of road traffic and ensuring its safety in accordance with the purpose and objectives of this Law and the legislation of the Republic of Kazakhstan;

25) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
