Article 1. The basic concepts used in this Code are the Building Code of the Republic of Kazakhstan

     The following basic concepts are used in this Code:

     1) emergency construction facility – the condition of a construction facility in which its further operation must be stopped immediately due to the inability to ensure the safe stay of people in it.;

     2) author's support is an engineering service in architectural, urban planning and construction activities for the maintenance of the construction stage by the author(s) of the construction project, including making changes to it.;

     3) the environment of human habitation and vital activity is the environment in which a person resides and carries out vital activity. The environment of human habitation and vital activity includes:

     The environment is a set of conditions, substances and objects of the material world surrounding a person, including the natural environment and the anthropogenic environment.;

     An architectural landscape environment is a space with a combination of natural conditions and architectural forms in which a person carries out economic activities and other functions. As a rule, it is the environment within and outside the settlements that determines the living conditions and the psychophysical state of a person.;

     an accessible environment (barrier–free) is a property of a construction site, a service location that allows you to easily reach the place and use the service, as well as having parameters that make it possible to use the service.;

     the internal environment is a complex of living conditions in residential premises and working conditions in working (industrial) premises, including social, aesthetic, biological, psychological and physico–chemical factors, including natural radiation, external noise, biotic environment, pollution, humidity, composition and movement of air, odors, combustion products, natural artificial lighting, clean water, and more;

     4) executive geodetic survey – a diagram of the actual location of buildings, structures, and engineering communications on a land plot with reference to systems of precise coordinates and heights;

     5) zoning of territories is the division of territories in urban planning into functional zones with the establishment of types of urban use of individual zones and possible restrictions on their use.;

     6) territorial transport planning - planning for the development of the transport system of a territory with the priority of sustainable urban mobility and the formation of a barrier–free environment, as well as taking into account the operational equipment of the territory and the technical cover of communication routes, which also includes planning the location of infrastructure for all types of transport and tracing the route network of transport;

     7) source materials – materials necessary for the development of project documentation;

     8) a unique construction object is a construction object and its complexes characterized by special architectural, spatial planning, structural, engineering or technological solutions that have not previously been used individually or in combination, for which state regulatory documents or interstate standards (interstate regulatory documents) on design and construction have not been established, determining the need for development, coordination and approval of special technical conditions (special standards) for this construction site;

     9) a building is an artificial structure consisting of load–bearing and enclosing structures forming a mandatory ground-based enclosed volume, depending on its functional purpose, used for human habitation or residence, the execution of production processes, as well as the placement and storage of material assets. The building may have an underground part;

     10) technical inspection of the reliability and stability of buildings and structures is a type of expert work that determines the actual condition of buildings and structures and their elements, reliability and stability, the possibility of further operation, obtaining a quantitative assessment of the actual quality indicators of structures, taking into account changes occurring over time, to establish the composition and scope of major repairs, modernization or reconstruction of a construction site, as well as changes in its intended purpose;

     11) design code - a set of requirements and rules aimed at forming a harmonious and stylistically unified architectural appearance of settlements, including those related to the placement of landscaping elements, information and advertising structures, small architectural forms, non–stationary objects, non-stationary commercial facilities used for commercial activities and (or) catering, landscaping, lighting, facades, and fences that take into account the specifics of the building area;

     12) a detailed planning project is an urban planning project developed for individual parts of territories and functional zones of settlements, as well as territories located outside settlements.;

     13) the territory of a settlement is a space within the established boundary (line) of an urban or rural settlement.;

     14) the general plan of a settlement is an urban–planning project for the integrated planning of the development and development of a city, settlement, village, which establishes the zoning, planning structure of a settlement and the functional organization of their territory, taking into account urban planning regulations, a system of transport and engineering communications, landscaping and landscaping;

     15) the architectural appearance of a locality (component parts of a locality) is a spatial and compositional solution of the territory, in which the location of construction sites, all building elements, landscaping and the environment is aimed at forming a holistic aesthetic architecture, comfortable, accessible and safe environment.;

     16) objects of special regulation and urban planning regulation – objects of architectural, urban planning and construction activities, the implementation of which is difficult without establishing exceptions or making additions to the generally accepted rules (procedure) for the use of territories, the territory of a locality, a separate construction site;

     17) dilapidated construction facility – the condition of a construction facility in which its structure and base cease to meet specified operational requirements as a result of physical wear;  

     18) maps of general seismic zoning – maps compiled for the entire territory of the country on a relatively small scale, on which zones with different potential seismic hazards are identified, probabilistic estimates of which are given in peak ground accelerations and points on the scale of seismic intensity;

     19) individual residential building – a detached building intended for personal (family) living, with a height of no more than three floors, taking into account the attic and ground floor, owned by an individual along with household and other buildings and green spaces;  

     20) individual housing construction – the construction of individual residential buildings by persons on a land plot assigned to them in accordance with the established procedure by their own efforts or by a contract method;

     21) the territory of individual residential development is a part of the territory of a settlement used for individual housing construction, in a complex with facilities for social, cultural and educational purposes, as well as engineering and transport infrastructure.;

     22) interstate project expertise is a mandatory form of expertise of projects of interest to two or more States parties to an international construction agreement;

     23) project expertise is an expert activity that analyzes and evaluates the quality of construction projects and urban planning projects by establishing the compliance (non–compliance) of design solutions with the conditions of the initial materials and permits for design provided for by the legislation of the Republic of Kazakhstan, as well as compliance in design solutions and calculations with the requirements of urban planning and technical regulations, norms and regulations of the state and interstate regulatory documents;

     24) pre–project documentation - the documentation preceding the development of project documentation and including programs, reports, justifications, technical and economic calculations, results of scientific research and engineering surveys, technological and constructive calculations, sketches, drawings, layouts, measurements and results of surveys of objects, as well as other initial materials and materials necessary for decision-making on the development of project documentation and the subsequent implementation of construction projects;

     25) project documentation – a set of text and graphic documents created during the design process, which includes:

     landscaping and landscaping projects. Landscaping and landscaping projects can be part of a construction project.;  

     urban planning projects are projects containing solutions for integrated urban planning of the organization, development and development of territories and settlements or their parts (general scheme of organization of the territory of the Republic of Kazakhstan, interregional schemes of territorial development, integrated schemes of urban planning of territories, general plans of settlements (schemes of development and development of settlements), detailed planning projects);  

25) project documentation – a set of text and graphic documents created during the design process, which includes:

     landscaping and landscaping projects. Landscaping and landscaping projects can be part of a construction project.;  

     urban planning projects are projects containing solutions for integrated urban planning of the organization, development and development of territories and settlements or their parts (general scheme of organization of the territory of the Republic of Kazakhstan, interregional schemes of territorial development, integrated schemes of urban planning of territories, general plans of settlements (schemes of development and development of settlements), detailed planning projects);  

     construction project – design and estimate documentation containing the relevant requirements of this Code, as well as estimates for the organization and management of construction, engineering preparation of the territory, landscaping. Construction projects also include projects for the conservation and postutilization of construction sites.;

     An architectural project is a project for the construction of a building object (monument), in the design of which the participation of an architect is required.;

     26) project activity (design) – an activity that involves the implementation of a set of interrelated works on the creation of project documentation;

     27) subjects of expert activity in the field of design – a state expert organization, expert organizations, as well as experts who are their employees or temporarily engaged by these organizations as freelance experts;

     28) expert in the field of design – an individual who is certified in accordance with the procedure provided for in this Code for carrying out expert work and is on the staff of a state expert organization or one of the expert organizations.;

     29) a project organization is an individual entrepreneur or a legal entity that has the right to carry out project activities in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;

     30) project management is an engineering service for the organization, planning, coordination, and control of the design, construction, and commissioning of construction facilities, which may include technical supervision and author support;

     31) engineering infrastructure – a set of enterprises (organizations), construction sites, communications and networks of engineering and utilities, creating normal conditions for human life, as well as the sustainable functioning of production or circulation of goods and services;

     32) engineering services – technical supervision, design support and project management services that ensure the preparation and implementation of construction in order to achieve optimal design performance;

     33) duty topographic plan is a digital cartographic basis that is an integral part of the state urban planning cadastre and contains information about architectural, urban planning and construction activities, engineering infrastructure, planned construction sites, landscaping and traffic facilities, and the transport network;

     34) warranty period – the period of operation of construction facilities established in accordance with this Code, the Civil Code of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan or an agreement during which the customer, contractor (general contractor) guarantees the preservation of the quality of the indicators of the construction facility in accordance with state regulatory documents, the construction project and the legislation of the Republic of Kazakhstan;

     35) conservation – a set of measures to ensure the safety and quality characteristics of structures, materials and equipment of an object under construction for the period of temporary suspension of its construction;

     36) transport infrastructure – a set of land (automobile and (or) railways), water (sea and (or) river) communication routes with a complex of bridge, tunnel and other transport structures, road junctions and overpasses, regulatory signaling devices, communications, facilities for engineering support of transport, maintenance of vehicles, transported goods, passengers, provision of road safety and every road user, ensuring the functional activities of production and maintenance personnel, warehouses and territories, sanitary protection and security zones, as well as lands granted in accordance with the laws of the Republic of Kazakhstan and assigned to the specified communication routes and facilities with real estate located on them;

     37) multi-apartment residential building – a detached building with a single foundation on a single indivisible plot of land with an appropriate purpose, consisting of the common property of the condominium object, which is shared ownership, of two or more apartments, non-residential premises with independent exits to the land adjacent to the apartment building, or to other parts of the common property of the condominium facility;

     38) a street and road network is an object of transport infrastructure that is part of the territories of settlements bounded by red lines and intended for the movement of pedestrians, mopeds, electric scooters, bicycles, small electric vehicles, public transport and other mechanical vehicles, the streamlining of buildings and the laying of engineering communications, as well as the provision of pedestrian and transport links territories of localities as an integral part of their communication routes. The main elements of the road network are streets, avenues, alleys, driveways, embankments, squares, pedestrian zones, sidewalks, pedestrian and bicycle paths.;

     39) urban planning space is the territory of urban planning regulation, within which any architectural, urban planning and construction activities are carried out, on which the material habitat and vital activity of a person (population of a country, region, locality, part of a locality) is formed;

     40) urban planning documentation – a system of interrelated documents (including urban planning projects, state and interstate regulatory documents) necessary for urban planning of development and development of territories and settlements or their parts;

     41) urban planning (urban planning) – activities in urban planning for the organization and development of territories and settlements, their territorial transport planning and traffic management, determining the types of urban use of territories, integrated design of urban and rural settlements, including the creative process of forming urban planning space, creating an urban planning project, coordinating all related sections of urban planning Documentation;

     42) urban planning regulations – regimes, permits, restrictions (including encumbrances, prohibitions and easements) on the use of territories (land plots) and other real estate objects, as well as any permissible changes in their condition, established in accordance with the legislation of the Republic of Kazakhstan;

     43) interuniverse territories – territories located outside the borders (boundaries) of settlements;

     44) residential territory is a part of the territory of a locality intended to accommodate residential, public (public-business) and recreational areas, as well as individual parts of engineering and transport infrastructure, and other facilities whose location and activities do not have an impact requiring sanitary protection zones.;

     45) a structure is an artificially created three–dimensional, planar or linear construction object (terrestrial, surface and (or) underground, underwater) having natural or artificial spatial boundaries and designed to perform production processes, accommodate and store material assets or temporary stay (movement) of people, goods, as well as placement (laying, wiring) of equipment or communications. The structure may also have an artistic, aesthetic, decorative, applied or memorial purpose.;

     46) the State Bank of construction projects is a digital resource containing standard projects and design estimates for the construction of new construction facilities that have received a positive conclusion from a comprehensive non–departmental expert examination of construction projects.;

     47) state investments in construction (public investments) – investments in the construction of new construction facilities, engineering and transport communications, as well as reconstruction (expansion, modernization, technical re-equipment) or major repairs of construction facilities, the source of which are:

     funds from the national and (or) local budgets, including targeted funds aimed at budget investments and budget lending to quasi-public sector entities;

     targeted funds for non-state loans under a state guarantee or state guarantee;

     funds of the National Fund of the Republic of Kazakhstan;

     funds of quasi-public sector entities, with the exception of organizations and legal entities whose shareholder (participant, trustee) is the National Bank of the Republic of Kazakhstan;

     funds of autonomous educational organizations.

47) state investments in construction (public investments) – investments in the construction of new construction facilities, engineering and transport communications, as well as reconstruction (expansion, modernization, technical re-equipment) or major repairs of construction facilities, the source of which are:

     funds from the national and (or) local budgets, including targeted funds aimed at budget investments and budget lending to quasi-public sector entities;

     targeted funds for non-state loans under a state guarantee or state guarantee;

     funds of the National Fund of the Republic of Kazakhstan;

     funds of quasi-public sector entities, with the exception of organizations and legal entities whose shareholder (participant, trustee) is the National Bank of the Republic of Kazakhstan;

     funds of autonomous educational organizations.

     Public investments also include funds from the national and (or) local budgets aimed at co-financing and (or) compensating investment costs for public-private partnership projects.;

     48) construction activity (construction) – activities related to the creation of fixed assets for industrial and non-industrial purposes through the construction of new and (or) modification (expansion, modernization, technical re-equipment, reconstruction, restoration, capital repairs) of construction facilities (their complexes, communications), installation (dismantling), related technological and engineering equipment, manufacture (production) of building materials, products and structures, as well as carrying out works on the conservation of objects of unfinished construction and the postutilization of construction sites that have reached their end of life;

     49) construction and installation works – construction activity, including:

     excavation and special work in the ground;

     Postutilization (demolition) works construction sites with temporary engineering networks, roads, storage areas, as well as the vertical layout of the territory;

     construction of load-bearing and (or) enclosing structures of construction objects (including bridges, transport overpasses, tunnels and subways, overpasses, pipelines, and other artificial structures);

     special construction and installation works for laying linear structures;

     installation of external engineering networks and structures, as well as internal engineering systems;

     protection and finishing of structures and equipment;

     construction of roads and railways;

     installation of technological equipment, including its assembly and installation in the design position at the site of permanent operation, individual testing and load testing, as well as dismantling;

     50) conclusion on the quality of construction and installation work - a document confirming the quality of the construction and installation work performed;

     51) Information modeling technology for construction facilities is a set of technologies, production processes and regulations that enable the collective creation and management of information about a construction facility at all stages of its life cycle.;

     52) certification of construction sites is a technical procedure for the inventory of existing buildings in an urbanized area located in a seismically active zone, with a description of the design solution, physical and operational condition of the construction site and an assessment of their earthquake resistance and structural vulnerability during the inventory process.;  

     53) a construction object is an object of an artificial environment in the form of a building or structure, which is the final result of construction activity.;

     54) postutilization of a construction object is a complex of works on dismantling and demolition of a construction object after the termination of its operation (use, application) with simultaneous restoration and reuse of regenerated elements (structures, materials, equipment), as well as recycling of elements and waste that cannot be regenerated.;

     55) the act of acceptance of a construction object into operation is a document confirming the completion of construction in accordance with the approved construction project and state (interstate) regulatory documents and the complete readiness of the construction object for operation.;

     56) the unique number of a construction object is an eighteen–digit identification number generated in the automated digital system of the state urban planning cadastre to collect information (information) about a construction object from obtaining initial materials and permits for the development of construction projects, reconstruction (redevelopment and re-equipment) to acceptance and commissioning of a construction object in order to monitor its life cycle.;

     57) engineering equipment of a construction site (engineering equipment) – a complex of engineering systems and technical devices that create standard or comfortable living conditions (everyday life), work (stay) of people, ensuring the preservation of material assets, as well as engineering support for technological equipment and production processes;

     58) the life cycle of a construction facility is the successive and interrelated stages of the existence of a construction facility, including:

     The stage of creation of a construction facility is a stage of the life cycle of a construction facility, which includes the following stages of a construction facility: development of pre–project documentation, design, construction, acceptance and commissioning, as well as major repairs and reconstruction;

     The stage of operation of a construction facility is a stage of the life cycle of a construction facility, covering actions related to the use of the construction facility for its intended purpose during the estimated service life and in accordance with the level of safety established by previously issued permits and regulations. It includes the stages of the construction site: maintenance and maintenance;

     The stage of completion of the existence of a construction facility is a stage of the life cycle when the construction facility no longer performs its functions or does not meet modern requirements and standards, as a result of which the stage of post–modernization of the construction facility is realized.;

     59) the quality of a construction object is a set of characteristics (including aesthetic) of the final construction object brought to the consumer, reflecting the requirements aimed at ensuring the interests and safety of owners (users) and society as a whole during the operation phase of the construction object.;

     60) technical complexity of the construction site – the level of responsibility of a construction facility according to the degree of technical requirements for the reliability and strength of foundations and structures established by state and (or) interstate (international) regulatory documents, depending on the functional purpose of the construction facility, the characteristics of its load-bearing and enclosing structures, the number of floors (structural tiers), seismic hazard or other special geological, hydrogeological, geotechnical the conditions of the place (area) of construction, which are divided into:

     The first level of responsibility is increased;

     The second level of responsibility is normal;

     The third level of responsibility is reduced;

     61) digital model of a construction site – a set of information provided in electronic form on a construction site, including three-dimensional models, source materials, permits, design, executive and operational documentation;

     62) passing licensing procedures in the field of construction – granting the right to a subject of architectural, urban planning and construction activities to implement his plan for the construction and (or) modification of construction facilities (individual parts);

     63) building regulation lines (building lines) – building boundaries established when placing construction objects with an offset from the red and yellow lines or from the boundary of the land plot in the absence of established red and yellow lines.;

     64) undeveloped territories – lands within the boundaries of a locality where there are no construction sites, transport infrastructure facilities, engineering networks and structures.;  

     65) built–up territories - territories with construction facilities located on them, the further development of which is possible through postutilization (demolition) construction sites;

     66) the National Institute of Technical Standardization in Construction is a legal entity designated in accordance with the procedure established by this Code to carry out activities related to the development and improvement of state regulatory documents.;

     67) estimated cost of construction – the amount of money required for construction, defined in the design and estimate documentation (if available) on the basis of design materials and estimated regulatory documents;

     68) an object of unfinished construction is a construction object that has not been put into operation in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities.;

     69) red lines are borders separating the territories of blocks, microdistricts, and other elements in the planning structure of settlements from streets (driveways, squares). Red lines are used to regulate building boundaries.;

70) interstate standards (interstate normative documents) – a system of regulatory and technical documents, rules and other mandatory requirements, conditions and restrictions, including interstate building codes and codes of practice, interstate standards in construction, operating on the basis of international treaties ratified by the Republic of Kazakhstan in the territories of the Republic of Kazakhstan and another state (other states);

     71) the automated digital system of the state urban planning cadastre is a digital system of the state urban planning cadastre that provides collection, accounting, registration, entry (filling), processing, storage, access, provision of information and (or) information, display and dissemination of data from the state urban planning cadastre;

     72) state expert organization is a legal entity established by decision of the Government of the Republic of Kazakhstan in the organizational and legal form of a republican state enterprise on the right of economic management and carrying out project expertise activities attributed to the state monopoly, as well as carrying out other activities provided for by the laws of the Republic of Kazakhstan;

     73) state architectural and construction control and supervision - the activities of state bodies carrying out state architectural and construction control and supervision aimed at preventing, detecting, suppressing and eliminating violations of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities, as well as monitoring and supervision of their observance;

     74) the state system of normative documents (state normative documents) is a system of normative legal acts, urban planning and technical regulations, as well as normative technical documents, the provisions of which provide favorable, safe and other necessary conditions for human habitation and vital activity.;

     75) a schedule of site visits is a document attached to the notification of the start of construction and installation work, confirming by the customer a voluntary agreement to visit the state body carrying out state architectural and construction control and supervision of the construction site during the construction period according to the agreed schedule.;

     76) conclusion on the conformity of an object with fire safety requirements – a document issued by the territorial body of the authorized body in the field of civil protection, on the conformity of a constructed object with a mass presence of people and buildings with a height of more than twenty-eight meters with fire safety requirements before their commissioning;

     77) local expert opinion is the conclusion of a comprehensive non–departmental expert examination of construction projects, drawn up and issued to the customer at each stage of expert support for the relevant sections (parts) of the construction project, with the exception of the final stage of the construction project examination.;

     78) common areas – territories and facilities that are accessible or open to the public;

     79) fire and technical inspection - a type of inspection, as a result of which compliance or non–compliance with fire safety requirements of constructed facilities with a mass presence of people and buildings with a height of more than twenty-eight meters is determined.;

     80) restoration is a set of measures that ensure the preservation and disclosure of the historical, architectural and artistic appearance of historical and cultural monuments based on scientifically sound data;

     81) expert work – work on the examination of project documentation, technical supervision and technical inspection of the reliability and stability of buildings and structures;

     82) expert opinion is a document of a state expert organization or an expert organization that is the result of a comprehensive urban planning examination of urban development projects and a comprehensive non–departmental examination of a construction project.;

     83) an expert organization is a legal entity accredited in accordance with the procedure established by this Code, which carries out a comprehensive non–departmental expert examination of construction projects that are not classified by the legislation of the Republic of Kazakhstan as a state monopoly.;

     84) yellow lines are the boundaries of the maximum permissible zones of possible spread of blockages (collapses) of construction sites as a result of earthquakes, other emergencies of a natural or man–made nature. Yellow lines are used to regulate gaps between construction sites.;

     85) declaration of conformity – a document by which the contractor (general contractor) certifies the compliance of the completed works with the approved construction project and the requirements of state (interstate) regulatory documents for the completed construction project.;

     86) architectural and planning assignment - a set of requirements for the purpose, basic parameters and placement of a construction object on a specific land plot (site, highway), as well as mandatory requirements, conditions and restrictions for design and construction, established in accordance with urban planning regulations for a given locality. At the same time, it is allowed to establish requirements for the color scheme and the use of materials for finishing exterior walls (facades) of construction facilities, as well as a spatial solution in accordance with sketches provided by the customer (investor).;

     87) automated registry in the field of architectural, urban planning and construction activities (automated registry) is a component of a digital system in the field of architecture, urban planning and construction, integrated with digital facilities of government agencies and other organizations, containing information about subjects of architectural, urban planning and construction activities in accordance with this Code;

     88) a self–regulating organization in the field of architectural, urban planning and construction activities is a single non-profit organization in the form of an association (union) or other organizational and legal form based on the voluntary membership (participation) of private business entities.

     A self-regulating organization in the field of architectural, urban planning and construction activities as a single non-profit self-regulatory organization is created in accordance with the directions determined by the authorized body for architecture, urban planning and construction.;

     89) the register of certified specialists (experts) in the field of architectural, urban planning and construction activities is a constantly updated unified list of individuals who have passed certification;

     90) the authorized body for architecture, urban planning and construction is the central executive body responsible for the management, as well as, within its competence, intersectoral coordination in the field of public administration of architectural, urban planning and construction activities.;

     91) a work of architecture and urban planning is an object of copyright and intellectual property of the author(s), which is the result of creative activity in the professional activity of individuals aimed at creating any architectural object or forming an urban space, including the author's idea, fixed in the form of a digital model, design documentation, separate drawing, layout, sketch and (or) realized in kind;

     92) architectural and construction control and supervision is a measure aimed at ensuring that subjects of architectural, urban planning and construction activities comply with the requirements established by the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;

     93) architectural and construction documentation - a set of documents necessary for the organization of construction (expansion, modernization, technical re–equipment, reconstruction, restoration, major repairs, conservation and postutilization), as well as the organization of engineering preparation of the territory, landscaping, landscaping, exterior design;

     94) architectural activity (architecture) is the activity of creating architectural objects, including the creative process of creating the external and internal appearance of a construction object, spatial, compositional, spatial planning and functional organization, fixed in the architectural part of the design documentation for construction (reconstruction, restoration), conducting author's support during the implementation of the construction project.;

     95) architectural object – a construction object in the form of buildings, structures, their exteriors and (or) interiors, a monument, elements of landscaping, landscape or landscape art, created on the basis of architectural or urban planning projects, the development of which requires the participation of an architect;

     96) areas (zones) of increased seismic hazard – areas identified on the basis of maps of seismic microzoning, with a possible (expected) seismic impact;

     97) maps of seismic microzoning – maps compiled for built-up areas of settlements, taking into account the influence of seismotectonic and local engineering and geological conditions;

     98) estimated regulatory documents (cost estimates) – estimated standards, cost estimates, indexes and other regulatory documents on pricing necessary to determine the estimated cost of construction, as well as manuals and methodological recommendations;

99) the customer is an individual or a legal entity operating in accordance with the legislation of the Republic of Kazakhstan. Depending on the objectives of the activity, the customer may be the investor of the project (program), the customer (owner) or their authorized persons.;

     100) technical supervision is an engineering service for supervision of construction at all stages of the construction project, including quality, cost, acceptance of completed works and commissioning of construction facilities;

     101) technical customer – a legal entity engaged by the customer to implement turnkey construction, acting on the basis of a contract in order to ensure qualified management of the turnkey construction process at all its stages;

     102) man–made impacts - undesirable or harmful (dangerous) impacts on the population, settlements or interuniverse territories caused as a result of economic activity without threat or with the threat of natural and man-made emergencies.;

     103) man-made disasters – extreme factors related to economic activity and caused by:

     industrial, transport and other accidents (incidents);

     fires, explosions, or an explosion threat;

     emissions or threat of release of biologically, chemically dangerous or radioactive substances;

     sudden collapses of construction sites and communications;

     breakthroughs of hydraulic engineering or sewage treatment plants;

     accidents on electric power and life support communication systems;  

     104) turnkey construction – complex works on the construction of a construction facility and its commissioning, including the performance of design, survey, construction and installation (expansion, modernization, technical re-equipment, reconstruction, restoration, major repairs) and other works, as well as related works, the supply of goods, services, except for with the exception of conducting a comprehensive non-departmental expertise of construction projects and technical supervision services;

     105) compaction (point) development – construction of new buildings or structures in historically built-up areas;

     106) standard project – design and estimate documentation for further repeated use in design, developed within the framework of the budget program of the authorized body for architecture, urban planning and construction;

     107) low–mobility groups of the population - elderly people, people with disabilities, people who have difficulty moving independently, receiving services, information or navigating in space, including those using baby strollers and (or) wheelchairs.;

     108) sketch (draft design) is a simplified view of a design (planning, spatial, architectural, technological, constructive, engineering, decorative or other) solution, made in the form of a diagram, drawing, initial outline (drawing) and explaining the intent of this solution.
