1. Particularly important state and strategic facilities are subject to state protection; facilities of economic sectors of strategic importance and owned by legal entities in whose authorized capital the state directly or indirectly owns a controlling stake (participation interests).

The protection of objects subject to state protection is carried out by state bodies, specialized security units of internal affairs bodies, the Armed Forces, other troops and military formations of the Republic of Kazakhstan, as well as special state bodies.

2. The procedure for determining objects subject to state protection is determined by the Government of the Republic of Kazakhstan.

The lists of objects subject to state protection are approved by the President of the Republic of Kazakhstan or the Government of the Republic of Kazakhstan in accordance with their powers.

3. The first managers of facilities subject to state protection are obliged to ensure their engineering and technical fortification in accordance with the requirements determined by the Government of the Republic of Kazakhstan.

4. In order to create a competitive environment in the provision of security services, the protection of facilities not included in the lists specified in part two of this article may be carried out by private security organizations on the basis of contracts with individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan.

This Law establishes the legal basis of security activities in the territory of the Republic of Kazakhstan, defines the status and powers of subjects engaged in security and security activities.
