Article 53. Accounting of property subject to requisition for defense needs and requisitioned for defense needs The Law on State Property
1. In peacetime, in accordance with the needs of the Armed Forces of the Republic of Kazakhstan for wartime, local executive bodies keep records of vehicles and other property that can be requisitioned for defense needs.
2. The accounting of the property specified in paragraph 1 of this article is carried out on the basis of information from state bodies carrying out state registration of certain types of property and state bodies conducting departmental and national statistical observations.
3. The procedure for providing information to local executive bodies regarding property subject to requisition for defense needs by state bodies carrying out state registration of certain types of property and state bodies conducting departmental and national statistical observations is determined by the Government of the Republic of Kazakhstan.
4. Accounting of property subject to requisition for defense needs should not restrict the right of free possession, use and (or) disposal of this property in peacetime.
5. The primary accounting of the requisitioned property is conducted by local military authorities or military unit commanders (heads of institutions) who conducted the requisition, which should determine the list of seized property and information about military units or other organizations to which the requisitioned property was transferred for use.
6. The accounting procedure for the requisitioned property transferred for defense needs is established by the Government of the Republic of Kazakhstan and organized by the General Staff of the Armed Forces of the Republic of Kazakhstan.
