On the State Register of Regulatory Legal Acts of the Republic of Kazakhstan and measures to streamline their state registration

Decree of the President of the Republic of Kazakhstan dated March 4, 1997 No. 3379

In order to create a single reference bank of regulatory legal acts of the Republic of Kazakhstan, I hereby decree:      

1. To introduce the State Register of Regulatory Legal Acts of the Republic of Kazakhstan starting from September 1, 1997.      

2. The Ministry of Justice of the Republic of Kazakhstan and its territorial bodies shall be responsible for maintaining the State Register of Regulatory Legal Acts of the Republic of Kazakhstan.      

3. The National Bank, the Central Election Commission, the National Security Committee, the State Investigative Committee, the National Agency for Press and Mass Media of the Republic of Kazakhstan, central executive bodies, as well as representative and executive bodies of regions, cities of republican significance and the capital of the republic, shall ensure, starting from April 1, 1997, the submission of their regulations for state registration. affecting the rights, freedoms and legitimate interests of citizens or of an interdepartmental nature, including those issued after the entry into force of the Constitution of the Republic of Kazakhstan, respectively, to the Ministry of Justice of the Republic of Kazakhstan and its territorial bodies.      

4. The Government of the Republic of Kazakhstan:      

1) to approve the Regulation on the State Register of Regulatory Legal Acts of the Republic of Kazakhstan;      

2) ensure the allocation of the necessary funds for the formation and maintenance of the State Register of Regulatory Legal Acts of the Republic of Kazakhstan;      

3) to bring previously issued acts of the Government of the Republic of Kazakhstan in accordance with this Decree.      

5. The Prosecutor's Office of the Republic of Kazakhstan shall assist the Ministry of Justice of the Republic of Kazakhstan and its territorial bodies in conducting a legal examination of departmental regulatory legal acts and regulatory legal acts of local representative and executive bodies.      

6. This Decree comes into force from the date of publication.
