On the signing of the Agreement between the Republic of Kazakhstan and the Kyrgyz Republic on the application of the procedure for regulating access to railway transport services, including the basics of tariff policy
Decree of the President of the Republic of Kazakhstan dated December 23, 2016 No. 392.
In accordance with Article 8 of the Law of the Republic of Kazakhstan dated May 30, 2005 "On International Treaties of the Republic of Kazakhstan", I HEREBY DECREE:
1. To approve the attached draft Agreement between the Republic of Kazakhstan and the Kyrgyz Republic on the application of the procedure for regulating access to railway transport services, including the basics of tariff policy.
2. To authorize the Minister of Investment and Development of the Republic of Kazakhstan, Kasymbek Zhenis Mahmuduly, to sign on behalf of the Republic of Kazakhstan an Agreement between the Republic of Kazakhstan and the Kyrgyz Republic on the application of the procedure for regulating access to railway transport services, including the basics of tariff policy, allowing amendments and additions that are not fundamental.
3. This Decree shall enter into force from the date of its signing.

Agreement between the Republic of Kazakhstan and the Kyrgyz Republic on the application of the Procedure for regulating access to railway transport services, including the basics of tariff policy

The Republic of Kazakhstan and the Kyrgyz Republic, hereinafter referred to as the Parties,
based on the Agreement on the Accession of the Kyrgyz Republic to the Treaty on the Eurasian Economic Union dated May 29, 2014, signed on December 23, 2014,
In order to implement a coordinated (coordinated) transport policy and ensure stable operation of the railway transport of the Republic of Kazakhstan and the Kyrgyz Republic have agreed on the following:
Article 1
The provisions of Annex No. 2 to the Protocol on Coordinated (Coordinated) Transport Policy (Annex No. 24 to the Treaty on the Eurasian Economic Union dated May 29, 2014), including provisions on unified tariffs by type of communications (export, import and domestic tariffs) for goods transported by rail in transit through the territory of the Republic of Kazakhstan in/from the Kyrgyz Republic to/from the member States of the Eurasian Economic Union, and goods transported by rail between the Republic of Kazakhstan and the Kyrgyz Republic, The Parties shall mutually apply from the date of temporary application provided for in Article 2 of this Agreement.
Article 2
This Agreement shall be temporarily applied after 15 calendar days from the date of signing and shall enter into force on the date of receipt through diplomatic channels of the last of the notifications from the Parties on the completion by each of them of the internal procedures necessary for its entry into force.
This Agreement shall terminate upon the expiration of the period specified in paragraph 68 of Annex No. 1 to the Protocol on Conditions and Transitional Provisions for the Application by the Kyrgyz Republic of the Treaty on the Eurasian Economic Union dated May 29, 2014, certain international treaties included in the law of the Eurasian Economic Union, and acts of the bodies of the Eurasian Economic Union in connection with the accession of the Kyrgyz Republic Amendments to the Treaty on the Eurasian Economic Union dated May 29, 2014, signed on May 8, 2015.
Committed in the city __________ " ____ " _______ 2016 in two copies, each in Kazakh, Kyrgyz and Russian languages. However, all texts have the same validity. In case of discrepancies in the texts, the Parties refer to the text in Russian.
