    To ratify the Agreement on Simplified Visa Procedures for Businessmen from the member countries of the Organization for Economic Cooperation Cooperation Agreement signed in Islamabad on March 15, 1995.

            On the simplified procedure of visa procedures for businessmen from the member countries of the Organization                    Economic Cooperation  

        The Governments of the signatory COUNTRIES to this Agreement (hereinafter referred to as the "Contracting Parties"), being members of the Economic Cooperation Organization (hereinafter referred to as the "ECO"), ARE CONVINCED that trade and economic ties contribute to accelerating the mutual development of peoples,         

NOT FORGETTING that paragraph 19 of the Quetta Action Plan calls on member countries to take the necessary measures to facilitate business travel within the ECO region without delay and to speed up the issuance of visas, if necessary.,         

WE HAVE AGREED ON THE FOLLOWING:                                  

Article I          All diplomatic and consular missions of ECO member countries will issue visas to businessmen from other member countries upon presentation of a letter of recommendation from competent government authorities in the field of trade with the consent of the Ministry of Foreign Affairs of the member country.                                  

Article II          All diplomatic and consular missions of ECO member countries will issue within 72 hours, or otherwise respond to an application for entry visas, including multiple-entry visas, for up to one year with a stay of up to one month for businessmen from other Contracting Parties upon presentation of a letter of recommendation from competent government authorities in the field of trade with the consent of the Ministry of Foreign Affairs of the member State.                                  Article III          The competent authorities, in accordance with the current legislation, will extend visas or residence permits issued to businessmen engaged in export, import or investment activities for the duration of contracts signed between the relevant parties.                                  

Article IV          None of the provisions of this Agreement will interfere with the implementation of existing bilateral and multilateral agreements between two or more ECO member countries, as well as conflict with State legislation regarding the issuance of visas, residence permits or the expulsion of foreign citizens in each member country.                                   Article V Any Contracting Party may propose amendments to this Agreement, which will be submitted to the Council of Ministers for approval.                                  

Article VI (a) Each Contracting Party may, for reasons of national security, public order or public health, delay the entry into force or temporarily suspend the implementation of this Agreement in whole or in part in respect of all or some Contracting Parties. The application or cancellation of such a measure will be immediately notified to the ECO Secretariat through diplomatic channels, which, in turn, will inform all Contracting Parties about it.        (b) A Contracting Party that has decided to apply one of the measures listed in paragraph (a) may not require the continuation of the actions of this Agreement with respect to its nationals from the other Contracting Party in respect of which such measures have been taken.                                  

Article VII (a) This Agreement shall be open for signature to all ECO member countries wishing to accede to the Agreement by: (i) signing without reservations regarding ratification; (ii) signing with reservations regarding ratification, followed by ratification.        b) The Member countries that have joined the Agreement in accordance with paragraph a)/(i) above shall transmit their accession document to the ECO Secretariat. In the same way, member countries acceding to the Agreement in accordance with paragraph (a)/(ii) above shall transmit their instrument of ratification to the ECO Secretariat.                                

Article VIII (a) This Agreement shall enter into force on the sixtieth day after more than three member countries, in accordance with Article VII: (i) have signed without reservations regarding ratification and submitted their instrument of accession to the ECO Secretariat.        (ii) signed and ratified the Agreement and submitted the instrument of ratification to the ECO Secretariat.        b) If any Member country enters into the Agreement after its entry into force, the latter shall enter into force in respect of that Member country on the sixtieth day after the transmission of its instrument of accession or instrument of ratification.                                  

Article IX The ECO secretariat will notify the ECO member countries of: a) the date of entry into force of this Agreement in ECO member countries that have signed the Agreement without reservations regarding ratification or have signed and ratified the Agreement.        b) any comments received in accordance with Articles V or IX and the date of their entry into force.                                  

Article X This Agreement is concluded for an indefinite period.  

 

Each Contracting Party may withdraw from the Agreement by notifying the ECO Secretariat sixty days in advance.  

    IN CONFIRMATION OF WHICH, the following authorized representatives have signed this Agreement.

 

    Done on March 15, 1995, in English, in two original copies, which will be transmitted to the ECO Secretariat, which, in turn, will transmit one certified copy to each member country.
