     To ratify the Agreement on Exemption from Customs Duties, Taxes and Issuance of special Permits for the transportation of Normative Documents, Standards, Measuring Instruments and Standard Samples Transported for the purpose of Verification, Calibration, Comparison and Metrological Certification, signed by the heads of Government of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, Ukraine on February 10, 1995 in Almaty.

The instruments of ratification have been handed over:

The Agreement entered into force on January 30, 1996.

     The Governments of the States Parties to this Agreement, hereinafter referred to as the Parties, based on the Agreement on the Implementation of a Coordinated Policy in the field of Standardization, Metrology and Certification dated March 13, 1992, taking into account the existing metrological base in the territories of the States Parties to the Agreement and the specialization of enterprises for the production, verification, calibration, comparison and metrological certification of measuring instruments and reference materials,         Aware of the need to comply with the agreed methodology for ensuring the uniformity of measurements and technology for the preparation and exchange of scientific and technical information on standards, standard samples, measuring instruments of approved types and existing regulatory documents, as well as the fulfillment of relevant international obligations within the framework of the International Organization of Legislative Metrology (OIML) and the International Organization for Standardization (ISO), have agreed on the following:         The footnote.       Article 1  

     The object of this Agreement is the normative documents used in the system of standardization, metrology and certification, standards, measuring instruments and standard samples, hereinafter referred to as "goods".  

      Article 2  

       Goods transported for the purposes of verification, calibration, comparison and metrological attestation are exempt from customs duties, taxes and special permits.         The footnote. Article 2 as amended by the Law of the Republic of Kazakhstan dated 01.07.2008 N 52-IV.  

      Article 3  

       Lists (nomenclature) The goods to be transported are established by national bodies for standardization, metrology and certification.  

      Article 4  

       Disputes and disagreements regarding the interpretation or application of this Agreement are resolved through consultations (negotiations) between the Parties concerned.  

      Article 5  

       This Agreement is open for accession by other States parties to the Agreement on the Implementation of a Coordinated Policy in the Field of Standardization, Metrology and Certification dated March 13, 1992 by submitting documents on such accession to the depositary - the Executive Committee of the Commonwealth of Independent States.         The footnote.       Article 6  

       This Agreement is concluded for an unlimited period.         Each Party has the right to withdraw from this Agreement by notifying the depositary in writing of its decision at least 12 months before the expected withdrawal.  

       Article 7  

     By mutual agreement of the Parties, amendments may be made to this Agreement, which are formalized by the relevant protocol, which is an integral part of this Agreement.         The footnote. The Agreement is supplemented by Article 7 in accordance with the Law of the Republic of Kazakhstan dated 01.07.2008 N 52-IV.  

       Article 8  

       This Agreement shall enter into force on the date of deposit with the depositary of the third notification on the completion by the States of the internal procedures necessary for its entry into force.  

     Done in Almaty on February 10, 1995, in one original copy in the Russian language. The original copy is kept in the Archives of the Government of the Republic of Belarus, which will send a certified copy to each signatory State of this Agreement.
