The Law of the Kazakh Soviet Socialist Republic of May 23, 1990
In accordance with Article 114-9 of the Constitution of the Kazakh SSR, which provides for the protection by law of the honor and dignity of the President of the Kazakh SSR, the Supreme Council of the Kazakh Soviet Socialist Republic DECIDES: 1. To establish that publicly insulting or slandering the President of the Kazakh SSR is punishable by imprisonment for up to three years or correctional labor for up to two years, or a fine of up to three thousand rubles. The same actions committed using the press or other mass media, or combined with charges of committing a serious crime, are punishable by imprisonment for up to six years. 2. A fine of up to twenty-five thousand rubles is imposed by a court decision on a media outlet that distributes material insulting the President of the Kazakh SSR or containing slander against him. Activities of the mass media that repeatedly disseminated
materials insulting the President of the Kazakh SSR or containing slander against him may be terminated by a court decision.
3. Public statements containing critical statements about the activities of the Head of the Kazakh Soviet Socialist Republic, the President of the Kazakh SSR, as well as about the policy pursued under his leadership, are not subject to this Law. President Of the Kazakh Soviet Socialist Republic
