On the formation of the Ministry of Emergency Situations of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated September 9, 2020 No. 408.

In accordance with subparagraph 3) of Article 44 of the Constitution of the Republic of Kazakhstan, in order to modernize and improve the effectiveness of the public administration system, I HEREBY DECREE:

     1. To establish the Ministry of Emergency Situations of the Republic of Kazakhstan with the transfer of functions and powers to it:

     The Ministry of Internal Affairs of the Republic of Kazakhstan in the field of prevention and elimination of natural and man-made emergencies, Civil defense, fire safety, ensuring the functioning and further development of the state emergency prevention and elimination system, organization of fire prevention and extinguishing;

     Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan for the formation and implementation of state policy in the field of industrial safety;

     The Ministry of National Economy of the Republic of Kazakhstan for the formation and development of the State material reserve.

     2. The Government of the Republic of Kazakhstan shall ensure:

     1) in coordination with the Administration of the President of the Republic of Kazakhstan, the redistribution of staff numbers between the reorganized state bodies and the newly Formed Ministry of Emergency Situations of the Republic of Kazakhstan, as well as their subordinate organizations;

     2) taking other measures to implement this Decree.

     3. To designate the Ministry of Emergency Situations of the Republic of Kazakhstan as the legal successor of the rights and duties of the Ministry of Internal Affairs, Industry and Infrastructural Development, and the National Economy of the Republic of Kazakhstan within the limits of the transferred functions and powers.

     4. The following addition was made to the Decree of the President of the Republic of Kazakhstan dated January 22, 1999 No. 6 "on the structure of the Government of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2019, No. 22, art. 205):

     Add the following line to paragraph 1:

     "Ministry of Emergency Situations of the Republic of Kazakhstan".

     5. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     6. This Decree shall enter into force from the date of its signing.
