On the establishment of the Academy of Law Enforcement Agencies at the Prosecutor General's Office of the Republic of Kazakhstan

I DECREE:
1. To create a state institution "Academy of Law Enforcement Agencies at the Prosecutor General's Office of the Republic of Kazakhstan" (hereinafter referred to as the Academy).
2. To give the Academy a special status of an educational organization.
3. The main activities of the Academy are to determine:
1) professional development of law enforcement officers, including those who are in the Presidential Reserve of the leadership of law enforcement agencies of the Republic of Kazakhstan;
1-1) initial professional training for persons entering law enforcement service for the first time;
2) coordination and conduct of interdepartmental scientific research in the field of law enforcement;
3) implementation of postgraduate education programs.

4. To determine the General Prosecutor's Office of the Republic of Kazakhstan as the authorized body in relation to the Academy.
5. The Prosecutor General's Office of the Republic of Kazakhstan, together with the Government of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) liquidation of the state institution "Academy of Financial Police" and the state institution "Institute for the Study of Problems of Legality, Law and Order and advanced training of personnel of the Prosecutor's Office under the Prosecutor General's Office of the Republic of Kazakhstan named after S. Eskaraev";
2) take other measures resulting from this Decree.
6. To approve the attached amendments and additions to some decrees of the President of the Republic of Kazakhstan.
7. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
8. This Decree shall enter into force from the date of signing.

AMENDMENTS AND ADDITIONS to some decrees of the President of the Republic of Kazakhstan
1. To the Decree of the President of the Republic of Kazakhstan dated January 22, 1999 No. 29 "On measures for further optimization of the system of State bodies of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 1999, No. 1, art. 2):
Annex 2 should be amended in accordance with the annex to these amendments and additions.
2. To the Decree of the President of the Republic of Kazakhstan dated July 5, 2001 No. 648 "On granting special status to certain State higher educational institutions" (SAPP of the Republic of Kazakhstan, 2001, No. 27, art. 331):
Paragraph 1 should be supplemented with subparagraph 11) as follows:
"11) Academy of Law Enforcement Agencies at the Prosecutor General's Office of the Republic of Kazakhstan.";
Subparagraph 1) of paragraph 2 should be worded as follows:
"1) approve the Model Regulation on State higher Education institutions with a special status, which does not apply to the Academy of Public Administration under the President of the Republic of Kazakhstan and the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan;".

To the Decree of the President of the Republic of Kazakhstan dated January 17, 2004 No. 1283 "On approval of registers of positions of military personnel, employees of special state bodies, law enforcement agencies, the State courier service and Prosecutor's offices of the Republic of Kazakhstan by category" (SAPP of the Republic of Kazakhstan, 2004, No. 19, art. 234;) (with the stamp "For official use").
