On the determination of the central competent and authorized bodies of the Republic of Kazakhstan under the Agreement on Cooperation in the Field of Security in the Caspian Sea
Decree of the President of the Republic of Kazakhstan dated February 19, 2018 No. 639.
In accordance with paragraph 2 of Article 3 of the Agreement on Cooperation in the Field of Security in the Caspian Sea (hereinafter referred to as the Agreement), signed in Baku on November 18, 2010, I HEREBY DECREE:
1. To determine the list of central competent authorities of the Republic of Kazakhstan responsible for cooperation in the areas provided for in paragraph 1 of Article 2 of the Agreement:
The fight against terrorism:
National Security Committee of the Republic of Kazakhstan;
Prosecutor General's Office of the Republic of Kazakhstan;
Ministry of Internal Affairs of the Republic of Kazakhstan;
Ministry of Defense of the Republic of Kazakhstan;
Agency of the Republic of Kazakhstan for Financial Monitoring;
Ministry of Agriculture of the Republic of Kazakhstan; Ministry of Investment and Development of the Republic of Kazakhstan; Ministry of Energy of the Republic of Kazakhstan;
Ministry of Health of the Republic of Kazakhstan.
Fight against organized crime:
Ministry of Internal Affairs of the Republic of Kazakhstan;
National Security Committee of the Republic of Kazakhstan;
Prosecutor General's Office of the Republic of Kazakhstan;
Agency of the Republic of Kazakhstan for Financial Monitoring;
Combating the illicit trafficking of weapons of all kinds and ammunition, explosives and toxic substances, and military equipment:
Ministry of Internal Affairs of the Republic of Kazakhstan;
Ministry of Finance of the Republic of Kazakhstan;
National Security Committee of the Republic of Kazakhstan;
Prosecutor General's Office of the Republic of Kazakhstan;
Agency of the Republic of Kazakhstan for Financial Monitoring;
The Ministry of Defense of the Republic of Kazakhstan.
Combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors:
Ministry of Internal Affairs of the Republic of Kazakhstan;
National Security Committee of the Republic of Kazakhstan; Ministry of Finance of the Republic of Kazakhstan;
The General Prosecutor's Office of the Republic of Kazakhstan.
Agency of the Republic of Kazakhstan for Financial Monitoring;
Combating money laundering, including criminally obtained funds:

Fight against smuggling:

Ensuring the safety of maritime navigation and combating piracy:
National Security Committee of the Republic of Kazakhstan; Ministry of Investment and Development of the Republic of Kazakhstan; Ministry of Defense of the Republic of Kazakhstan.
Combating human trafficking and illegal migration:
Ministry of Internal Affairs of the Republic of Kazakhstan;
National Security Committee of the Republic of Kazakhstan; Ministry of Defense of the Republic of Kazakhstan;
Ministry of Finance of the Republic of Kazakhstan;
Prosecutor General's Office of the Republic of Kazakhstan;

Combating illegal extraction of biological resources (poaching):

National Security Committee of the Republic of Kazakhstan; Ministry of Finance of the Republic of Kazakhstan;
Ministry of Investment and Development of the Republic of Kazakhstan;

Ensuring the safety of navigation:
Ministry of Investment and Development of the Republic of Kazakhstan; Ministry of Defense of the Republic of Kazakhstan;
The General Prosecutor's Office of the Republic of Kazakhstan.

2. The National Security Committee of the Republic of Kazakhstan is to be designated as the authorized body of the Republic of Kazakhstan responsible for coordinating cooperation under the Agreement.
3. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall notify the Azerbaijan Republic, the depositary of the Agreement, of the decision taken.
4. This Decree shall enter into force from the date of its signing.
