On the abolition of the special economic zone of Astana
Decree of the President of the Republic of Kazakhstan dated July 28, 2000 No. 421
In accordance with the Decree of the President of the Republic of Kazakhstan, which has the force of Law, dated January 26, 1996, No. 2823 "On special economic zones in the Republic of Kazakhstan"
I decree:
1. To abolish the special economic zone of Astana city and to abolish the special legal regime of taxation and customs regulation.
2. The Government of the Republic of Kazakhstan and the Mayor of Astana in accordance with the procedure established by law:
1) to bring earlier decisions in accordance with this Decree by January 1, 2001;
2) to develop drafts of relevant regulatory legal acts by November 1, 2000, fixing: the mechanism for forming the budget of Astana, providing it with financial resources at a level not less than the budget approved for 2000; the right of the local executive body of Astana to own, use and dispose of the state block of shares of joint-stock companies registered on territories of the city of Astana, with the exception of legal entities designated by the Government of the Republic of Kazakhstan.
3. Invalidate:
1) Decree of the President of the Republic of Kazakhstan dated October 9, 1996 No. 3127 "On the establishment of the Special Economic zone of Astana" (SAPP of the Republic of Kazakhstan, 1996, No. 41, art. 383);
2) Decree of the President of the Republic of Kazakhstan dated March 19, 1998 No. 3872 "On measures to implement Decree of the President of the Republic of Kazakhstan dated October 20, 1997 No. 3700 "On declaring the city of Akmola the capital of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 1998, No. 8, art. 46);
3) paragraphs 4 and 5 of Decree of the President of the Republic of Kazakhstan dated March 31, 1999 No. 104 "Some issues of special economic zones in the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 1999, No. 10, art. 81).
4. This Decree shall enter into force on January 1, 2001, with the exception of paragraph 2, which shall enter into force from the date of publication.
