On some issues of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan

In accordance with subparagraph 1) I HEREBY DECREE paragraph 2 of Article 20 of the Constitutional Law of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan":

1. Attached:
1)Regulations on the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (hereinafter – the Agency);
2) agency structure;
3) amendments and additions to certain acts of the President of the Republic of Kazakhstan.
2. Transform the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan into the Agency's Bureau of National Statistics.
3. The Government of the Republic of Kazakhstan shall take other measures to implement this Decree.
4. This Decree shall enter into force from the date of signing.

Chapter 1. General provisions
1. The Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (hereinafter referred to as the Agency) is a government agency directly subordinate to and accountable to the President of the Republic of Kazakhstan, which provides leadership in the areas of strategic planning, reform and state statistics.

2. The Agency has a department: The Bureau of National Statistics and its territorial divisions in the capital, regions, and cities of national significance.

3. The Agency carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government, other regulatory legal acts, as well as these Regulations.
4. The Agency is a legal entity in the organizational and legal form of a state institution, has seals with the image of the State Emblem of the Republic of Kazakhstan and stamps with its name in Kazakh and Russian, letterheads of the established sample, accounts with treasury authorities in accordance with the legislation of the Republic of Kazakhstan.
5. The Agency enters into civil law relations on its own behalf.
6. The Agency has the right to act as a party to civil law relations on behalf of the state, if it is authorized to do so in accordance with the legislation of the Republic of Kazakhstan.
7. The Agency, in matters of its competence, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, makes decisions drawn up by orders of the Chairman of the Agency and other acts provided for by the legislation of the Republic of Kazakhstan.
8. The structure and total staffing of the Agency are approved in accordance with the legislation of the Republic of Kazakhstan.

10. This Regulation is the founding document of the Agency.
11. The Agency's activities are financed from the national budget in accordance with the legislation of the Republic of Kazakhstan.
12. The Agency is prohibited from entering into contractual relations with business entities in order to fulfill obligations that are the authority of the Agency.
If the Agency is granted the right by the laws of the Republic of Kazakhstan to carry out income-generating activities, the income received is sent to the state budget, unless otherwise established by the legislation of the Republic of Kazakhstan.
Chapter 2. Tasks And powers of The Agency
13. Task:
1) formation of state policy in the field of strategic planning;
2) participation in the improvement of the public administration system;
2-1) participation in the improvement of regulatory policy;
3) development of systemic (structural and institutional) reforms aimed at improving the socio-economic development of the country;
3-1)study of demographic changes in order to inform society and develop systemic measures to reform industries (spheres);
4) formation and improvement of the state policy in the field of state statistics;
5) monitoring and evaluation of the implementation of systemic (structural and institutional) reforms, including within the framework of the documents of the state planning system;
6) formation of statistical methodology;
7) carrying out statistical activities in compliance with the principles of state statistics;
8) meeting the needs of society, the State and the international community for official statistical information;
9) determining the quality of administrative data.

14. Authorization:
1) the right:
to make proposals to the President of the Republic of Kazakhstan on improving state policy in the areas of strategic planning, regulatory policy, state statistical activities, institutional and socio-economic reforms;
to request and receive, in accordance with the established procedure, from the Government, the National Bank, central state bodies of the Republic of Kazakhstan, local executive bodies, organizations, quasi-public sector entities, as well as officials, the necessary information on issues within its competence.;
analyze and summarize the practice of applying the legislation of the Republic of Kazakhstan, develop proposals for its improvement, participate in the preparation of drafts of legislative and other regulatory legal acts, submit them for consideration by the President of the Republic of Kazakhstan;
conclude international agreements, negotiate and sign agreements with relevant departments of foreign countries, international organizations and foreign legal entities within their competence and in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
involve domestic and foreign experts and consultants in the work in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
use artificial intelligence technologies in your work;
To establish consultative and advisory bodies, including industry councils on professional qualifications in accordance with the procedure determined by the authorized body in the field of recognition of professional qualifications, as well as interdepartmental working groups, expert commissions within their competence.;
receive primary statistical data from respondents free of charge;
to obtain access to databases of government agencies and organizations, including primary, administrative and personal data, in compliance with the requirements established by the laws of the Republic of Kazakhstan for the disclosure of information constituting commercial and other legally protected secrets;
develop, coordinate and approve legal acts on issues related to the activities of the Agency, its departments, territorial divisions of the department and subordinate organizations;
to create and use information systems that ensure the solution of tasks assigned to the Agency, its department and the territorial divisions of the Department;
interact with other government agencies and organizations in the main areas of the Agency's activities;
To send recommendations to government agencies, local executive bodies and quasi-public sector entities on issues within the Agency's competence.;
to make proposals to the Government of the Republic of Kazakhstan on the need to conduct national censuses;
going to court;
get contact information for respondents from telecom operators;
to receive anonymized subscriber data from telecom operators and (or) owners of communication networks operating in the territory of the Republic of Kazakhstan for carrying out statistical activities without transferring it to third parties;
delegate some of its powers and functions in the field of state statistics to the agency;
to receive, free of charge, from government agencies related to state statistical agencies, with the exception of the National Bank of the Republic of Kazakhstan, primary statistical and administrative data necessary for the production of official statistical information generated by the authorized body in the field of state statistics;
Upon request, receive, free of charge, from the National Bank of the Republic of Kazakhstan, anonymized primary statistical data collected for the purpose of generating statistics on the external sector.;
when carrying out statistical activities, receive and use, free of charge, data from relevant authorized government agencies, organizations formed during the implementation of government orders and public-private partnerships, including remote sensing data.;
the right to unhindered access to the territory and premises of an administrative source in compliance with the established requirements of the access and on-site regime;
to receive administrative data, as well as documents (information) on paper and electronic media, or copies thereof, for review of the results of inspections and, if necessary, to use them in conducting remote control;
to obtain access to automated databases (information systems) in accordance with the subject of verification in compliance with the requirements provided for by the legislation of the Republic of Kazakhstan on state secrets and other secrets protected by the law of the Republic of Kazakhstan;
Involve supervisors, as well as other specialists, consultants, and experts from government agencies and their subordinate organizations in conducting state control over administrative data sources.;
to carry out audio, photo and video filming during state control over administrative sources;
to record on video the facts of refusal to perform the duties of an administrative source provided for in Article 12-1 of the Law of the Republic of Kazakhstan "on State Statistics" (hereinafter – the Law);
enter into agreements with the owners or owners of alternative data, not related to administrative sources, on the provision of alternative data;
to exercise other powers stipulated by the laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.
2) responsibilities:
not to disclose information constituting commercial, official, or other legally protected secrets obtained in the exercise of their powers, except in cases established by the laws of the Republic of Kazakhstan;
accept and consider appeals from individuals and legal entities in the manner and within the time limits established by the Administrative Procedural Code of the Republic of Kazakhstan;
to provide respondents, free of charge, with statistical forms and/or software necessary for the presentation of primary statistical data in electronic form.;
to use administrative data alternative to the data for the production of official statistical information and updating statistical registers;
to ensure the publication and timely updating on a single platform of the Internet resources of government agencies of information on the Agency's activities;
to create and ensure the functioning of electronic information resources and information systems, information and communication networks, to organize access to them for individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan in the field of informatization;
to ensure the storage of primary statistical data, administrative data and alternative data on paper and in electronic form in due time;
To implement the statistical work plan, approve the schedule for respondents to submit primary statistical data, the schedule for submitting administrative data, and the schedule for the dissemination of official statistical information.;
In accordance with the schedule for the dissemination of official statistical information in the volumes stipulated by the statistical work plan, ensure the formation of statistical publications and the dissemination of official statistical information, information on the results of the national census, as well as visualization on digital maps.;
submit, upon request, anonymized primary statistical data to government agencies and the National Bank of the Republic of Kazakhstan, related to state statistical agencies, for use exclusively for statistical purposes without transfer to third parties.;
posting a notification on the official Internet resource about technical problems in the information system, as well as extending and postponing the deadline for submitting primary statistical data to respondents on the next business day after the technical problems are identified.;
to provide users with equal rights to simultaneous access to high-quality official statistical information, including in the format of machine-readable data and statistical methodology, by posting them on the Internet resource and the open data Internet portal of the e-Government web portal;
comply with the legislation of the Republic of Kazakhstan, the rights and legitimate interests of administrative sources;
to carry out remote monitoring and inspections on the basis of and in strict accordance with the procedure established by Article 12-1 of the Law;
do not interfere with the established operating mode of the administrative source during the period of inspections;
do not prevent the head or the person acting as the head of the administrative source from being present during the inspections, to provide explanations on issues related to the subject of the inspections;
provide the administrative source with the necessary information related to the subject of the inspections;
to hand over to the administrative source the report on the results of the inspection or the report on the detection of violations identified by the results of remote monitoring;
to ensure the safety and confidentiality of documents and information obtained as a result of remote monitoring and inspections;
to exercise timely and fully the powers granted in accordance with the laws of the Republic of Kazakhstan to prevent, detect and suppress violations of the requirements established by the legislation of the Republic of Kazakhstan;
to revise the published official statistical information for statistical purposes in case of changes in the statistical methodology and on the basis of updated, documented information;
ensure mandatory transfer of paper media containing primary statistical or administrative, or alternative data to electronic media;
coordinate the structure and content of national reference information and their changes;
coordinate the formation and modification of national registers;
to coordinate national classifiers of technical and economic information;
coordinate the elements of national reference information.

15. Function:
1) development and approval of legal acts Within the competence of the Agency;
1-1) approval, together with the authorized body for state planning, of the applied data sources and (or) the methodology for the corresponding calculations of the Indicators of the Map of Key National Indicators;
1-2) coordination of the methodology for the development, implementation, monitoring and adjustment of the National Development Plan of the Republic of Kazakhstan, development plans of government agencies, capitals, regions, cities of republican significance, approved by the authorized body for state planning;
1-3) development and approval of a standard methodology for metadata generation for use by government agencies;
1-4) approval of the rules for assessing the regulatory impact on compliance with the conditions for the formation of regulatory instruments and (or) requirements that are mandatory for business entities, in coordination with the authorized business body;
2) development of proposals for improving the systems of state planning, regulatory policy and public administration;
3) development, monitoring of implementation and adjustment of long-term and medium-term plans of the Republic of Kazakhstan;
4) organization of monitoring and evaluation of the implementation of systemic (structural and institutional) reforms, including within the framework of the documents of the State Planning System of the Republic of Kazakhstan;

6) development of systemic measures to reform industries (spheres) and regulatory policies aimed at socio-economic and institutional development of the country;
7) conducting an analysis of socio-economic, regulatory and other areas in order to identify systemic risks affecting the development of the country;
7-1) formation of methodological recommendations for impact assessment, preparation of conclusions on regulatory requirements, as well as the use of artificial intelligence technologies in them;
7-2) issuing an opinion to government agencies based on the results of an assessment of the regulatory impact carried out using artificial intelligence technologies, big data analysis and analytical information not provided for by the schedule for the dissemination of official statistical information;
7-3) development of proposals on reengineering and optimization of business processes, interaction between government and business to establish administrative barriers;
7-4) organization and coordination of work on the creation and development of an information platform for regulatory intelligence, including the use of artificial intelligence technologies;
7-5) preparation and annual publication of the national report on demographic trends in the Republic of Kazakhstan in order to provide the State and society with objective information on demographic development;
7-6) ensuring and coordinating the analysis and forecasting of demographic processes using new technologies;
7-7) development and approval of methodology for the analysis and forecasting of demographic processes;
8) preparation of proposals to improve the effectiveness of the implementation of systemic (structural and institutional) reforms, the quality of work of government agencies and the quasi-public sector;
9) formation of a national reform report;
10) monitoring measures to de-bureaucratize the state apparatus, as well as developing appropriate proposals;
11) providing expert opinions on issues related to the implementation of systemic (structural and institutional) reforms, the development and implementation of documents of the state planning system, in case of interdepartmental disagreements.;
12) coordination of proposals of state bodies aimed at improving the system of public administration and state planning;
13) strategic forecasting and analysis of the country's development, including demographic processes, international trends, as well as the study of world experience with the development of appropriate proposals;
14) methodological support of work in the field of departmental statistical observations;
14-1) development and (or) updating of professional standards based on the National Classifier of Occupations of the Republic of Kazakhstan, the sectoral qualifications framework in the manner determined by the authorized body in the field of recognition of professional qualifications;
14-2) approval of professional standards in coordination with the sectoral Council for Professional Qualifications and the authorized body in the field of recognition of professional qualifications, taking into account the conclusion of the National Chamber of Entrepreneurs of the Republic of Kazakhstan;
14-3) development and (or) updating of the sectoral qualifications framework in accordance with the procedure determined by the authorized body in the field of recognition of professional qualifications;
14-4) making proposals to the authorized body in the field of recognition of professional qualifications on the terms of recognition of professional qualifications for consideration at a meeting of the National Council for Professional Qualifications and making amendments and additions to the register of professions on an annual basis in coordination with the sectoral councils for professional qualifications;
14-5) development of proposals for the development and (or) updating of professional standards and sending them to the authorized body in the field of recognition of professional qualifications on an annual basis in coordination with the industry councils for professional qualifications;
14-6) formation of the labor market's need for recognition of professional qualifications, taking into account the relevance of professions in the current and future periods, in accordance with the procedure determined by the authorized body in the field of recognition of professional qualifications, on an annual basis in coordination with local executive bodies of the capital, regions and cities of republican significance;
14-7) development and approval of the regulations on sectoral councils for professional qualifications based on the model regulations on sectoral councils for professional qualifications approved by the authorized body in the field of recognition of professional qualifications;
15) systematic collection, verification and classification of information and data from government agencies of the Republic of Kazakhstan and other national, international and foreign organizations;
16) participation in the development and monitoring of national action plans adopted to implement the messages of the President of the Republic of Kazakhstan;
17) formation and implementation of state policy in the field of state statistics;
17-1) coordination of statistical forms for conducting departmental statistical observations and instructions for completing them;

19) coordination of the activities of central and local executive bodies and the National Bank of the Republic of Kazakhstan in the formation of state policy in the field of state statistics;
20) implementation of international cooperation in the field of state statistics within the scope of competence and conclusion of agreements within the framework of cooperation;
21) ensuring the formation of a statistical work plan, a schedule for the presentation of primary statistical data by respondents, a schedule for the presentation of administrative data and a schedule for the dissemination of official statistical information, for three calendar years, taking into account proposals from government agencies and the National Bank of the Republic of Kazakhstan, as well as based on the results of an analysis of statistical activities by July 1 of the year of approval of the statistical work plan;
22) approval of the statistical work plan;
22-1) development and approval of rules for the analysis of statistical activities of state bodies and the National Bank of the Republic of Kazakhstan related to state statistical bodies for compliance with the requirements approved by the standard methodology for describing the process of statistical information production by state bodies;
23) organization and conduct of nationwide statistical observations, including price registration in accordance with the statistical work plan;
24) generalization and analysis of primary statistical data and (or) received administrative data and (or) alternative data, development of technical specifications and formation of analytical information, as well as dissemination of official statistical information and (or) statistical information;

27) maintaining the following statistical registers:
1) statistical business register, which includes information on individual entrepreneurs and legal entities registered in the territory of the Republic of Kazakhstan, and their separate divisions;
2) statistical population register containing information about individuals residing in the territory of the Republic of Kazakhstan, as well as about citizens of the Republic of Kazakhstan temporarily staying outside its borders;
3) the agricultural statistical register, which includes information on entities producing agricultural products in the Republic of Kazakhstan;
4) the statistical register of housing stock, which includes information on residential premises of all forms of ownership of the Republic of Kazakhstan;
27-1) coordination of the list of national registers determined by the authorized body in the field of informatization;
28) ensuring the accumulation, maintenance and updating of information statistical databases on the socio-economic situation of the republic and its regions;
29) implementation of state control in the field of state statistics;
30)conducting an analysis of the compliance of statistical activities of state bodies and the National Bank of the Republic of Kazakhstan related to state statistical bodies with the requirements approved by the standard methodology for describing the process of producing statistical information by state bodies, as well as requesting documents (information) necessary for the analysis;
31) organization of scientific and research developments in the field of state statistics;
32) development of a unified register of reports generated by government agencies;
32-1) development of a unified directory of administrative indicators based on administrative data;
33) development and approval of a standard methodology for describing the process of producing statistical information by government agencies;
34) development and approval of a methodology for national statistical observations;
35) development and approval of the procedure for the development and approval of elements of national reference information;
36) approval of statistical forms for conducting national statistical observations and instructions for completing them;
37) development and approval of the procedure for the presentation of reliable primary statistical data according to approved statistical forms during statistical observations;
37-1) development and approval of rules for approving statistical forms for conducting national and departmental statistical observations and instructions for completing them;
38) development and approval of statistical methodology based on scientific methods and approaches, including methods for national statistical observations;
39) development and approval of price registration rules;
40) approval of forms intended for the collection of administrative data;
40-1) coordination of methods for calculating indicators based on scientific methods and approaches;
41) ensuring the reliability of business accounting data;

43) monitoring, analysis and maintenance of data obtained by the authorized body in the field of state statistics from official sources;

46) making proposals on the cancellation and amendment of acts adopted by state bodies that violate the legislation of the Republic of Kazakhstan in the regulated sphere, within their competence, as well as on bringing them into line with the legislation of the Republic of Kazakhstan;
47) development and approval of the procedure for presenting databases in a de-identified form for use in scientific and scientific-technical activities in coordination with the National Security Committee of the Republic of Kazakhstan;
48) approval of the statistical methodology for business accounting and forms of organization of registration records;
49) approval of the procedure for submitting administrative data free of charge;
50) conducting proceedings on cases of administrative offenses in the field of state statistics in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
51) filing a petition for making a submission and bringing a cassation protest in cases of administrative offenses in accordance with the procedure provided for by the legislation of the Republic of Kazakhstan on administrative offenses, within its competence;
52) consideration, within its competence, of a complaint against a decision in an administrative offense case, against actions (inaction) and decisions of the body (official) conducting proceedings in an administrative offense case;
53) submission of statistical information that is not provided for by the schedule for the dissemination of official statistical information, at the request of the committees of the Kurultai of the Republic of Kazakhstan, departments of the Presidential Administration of the Republic of Kazakhstan, the Office of the Government of the Republic of Kazakhstan and other state bodies;
53-1) development and approval of the procedure for providing, on a reimbursable basis, statistical information that is not provided for by the schedule for the dissemination of official statistical information and requires additional costs for its development;
53-2) development and approval of the procedure for providing, on a reimbursable basis, analytical information that is not provided for by the schedule for the dissemination of official statistical information and requires additional costs for its development;
54) setting prices for goods (works, services) produced and (or) sold by a state monopoly entity, a subordinate organization of the department, in coordination with the antimonopoly authority;
55) development and approval of the procedure and timing of national censuses;
56) development and approval of an action plan for the national census;
57) development and approval of the procedure for conducting a pilot census;
58) development and approval of census forms;
59) Conducting national censuses;
60) coordination of the activities of central and local executive bodies in conducting national censuses in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
61) development and approval of joint acts on cooperation without integration of information systems with government agencies;

64) coordination of statistical methodology for departmental statistical observations developed by government agencies and the National Bank of the Republic of Kazakhstan related to state statistical agencies;
65) approval of the rules for providing statistical information free of charge, which is not provided for by the schedule for the dissemination of official statistical information and is developed on the basis of primary statistical data provided by respondents in accordance with the schedule for the presentation of primary statistical data by respondents;
65-1) development and approval of the procedure for including the owner or owner of a data product submitted to the authorized body in the field of state statistics in the register of suppliers of data products;
66) approval of the rules for obtaining, on a reimbursable and gratuitous basis, the necessary primary statistical data from households on their incomes and expenses;

70) development and approval of rules for the involvement of persons as interviewers and the organization of their work during national statistical observations and national censuses;
71) development and approval of rules for obtaining contact information on respondents from telecom operators;
72) development and approval of rules for the revision of published official statistical information for statistical purposes in the event of a change in statistical methodology and on the basis of updated, documented information;
73) submission, at the request of the authorized body in the field of foreign trade, as well as at the request of the body conducting the investigation, through the authorized body in the field of foreign trade, of information for the purpose of conducting an investigation in accordance with the legislation of the Republic of Kazakhstan on special protective, antidumping and countervailing measures in relation to third countries;
74) submission, at the request of the authorized body in the field of regulation of trade activities, of information for the purpose of applying customs tariff and non-tariff regulation of foreign trade activities in accordance with the legislation of the Republic of Kazakhstan on regulation of trade activities;
75) ensuring the formation, maintenance and updating of information and statistical systems, databases and their platforms, statistical registers, Internet resources of the authorized body in the field of state statistics;
76) ensuring the formation of statistical and analytical information that is not provided for by the schedule for the dissemination of official statistical information;
77) review, coordination and approval of the development plan of the subordinate organization of the department and the report on its implementation in cases provided for by the legislation of the Republic of Kazakhstan;

81) conducting legal monitoring of regulatory legal acts;
82) ensuring the activities of advisory bodies, interdepartmental working groups, expert commissions within their competence;
82-1) comparing statistical observation data with other data in order to select the optimal source for use in statistical activities;
82-2) approval of the procedure for assessing the quality of administrative data;
82-3) implementation of the Agency's digital transformation;
82-4) conducting a functional analysis of the Agency's activities in accordance with the methodology for conducting sectoral (departmental) functional reviews of government agencies;
82-5) development of data management requirements jointly with the authorized data management body;
82-6) provision of non-confidential information in accordance with paragraph 4 of Article 8 of the Law;
82-7) development and approval of the procedure for submission by telecom operators and (or) owners of communication networks operating in the territory of the Republic of Kazakhstan to the authorized body in the field of state statistics for carrying out statistical activities without transferring anonymized subscriber data to third parties In coordination with the National Security Committee of the Republic of Kazakhstan;

Chapter 3. Status and powers of the Chairman of the Agency
16. The Agency is managed by the Chairman of the Agency, who is personally responsible for the fulfillment of the tasks assigned to the Agency and the exercise of his powers.
17. The Chairman of the Agency is appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
18. The Chairman of the Agency has three deputies, who are appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
19. Powers of the Agency's Chairman:
1) carries out management of the Agency's activities, control and coordination of the Agency's activities;
2) appoints and dismisses the head of the Agency's staff and deputy heads of the Agency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
3) in accordance with the procedure established by the legislation of the Republic of Kazakhstan, imposes disciplinary penalties and resolves issues of encouragement for employees (employees) of the Agency and its departments, whose labor relations issues fall within its competence;
4) submits proposals to the President of the Republic of Kazakhstan on awarding employees of the Agency, department, territorial divisions of the department, subordinate organizations and other persons with state awards and awarding them honorary titles of the Republic of Kazakhstan;
5) signs the legal acts of the Agency, gives instructions and instructions to employees subordinate to it, and takes other organizational and administrative measures to carry out government functions assigned to the Agency's competence;
6) approves the regulations on the department;
7) approves the structure of the department and its territorial divisions within the limit of the total number of staff approved by the President of the Republic of Kazakhstan;

20. The Chairman of the Agency determines the powers of his deputies in accordance with the current legislation of the Republic of Kazakhstan.
21. The Agency's staff is headed by the Chief of Staff, who is appointed and dismissed in accordance with the current legislation of the Republic of Kazakhstan.
Chapter 4. Property Agency
22. The Agency may have separate property on the right of operational management in cases stipulated by the legislation of the Republic of Kazakhstan.
The Property Agency is formed at the expense of property transferred to it by the owner, as well as property (including monetary income) acquired as a result of its own activities, and other sources not prohibited by the legislation of the Republic of Kazakhstan.
23. The property assigned to the Agency belongs to republican ownership.
24. The Agency has no right to independently alienate or otherwise dispose of the property assigned to it and the property acquired at the expense of funds allocated to it under the financing plan, unless otherwise established by the legislation of the Republic of Kazakhstan.
Chapter 5. Reorganization And Management of The Agency
25. The Agency is reorganized and abolished in accordance with the legislation of the Republic of Kazakhstan.
