 In accordance with Article 8 of the Law of the Republic of Kazakhstan dated May 30, 2005 "On International Treaties of the Republic of Kazakhstan", I DECREE: 1. To approve the attached draft Protocol on Amendments and Additions to the Agreement between the Republic of Kazakhstan and the Russian Federation on the Terms of Use and Lease of the Sary-Shagan test Site and Life Support for Priozersk dated January 20, 1995.      2. To authorize Minister of Defense of the Republic of Kazakhstan Tasmagambetov Imangali Nurgalievich to sign on behalf of the Republic of Kazakhstan Protocol on Amendments and Additions to the Agreement between the Republic of Kazakhstan and the Russian Federation on the Terms of Use and Lease of the Sary-Shagan test Site and Life Support in Priozersk dated January 20, 1995, allowing amendments and additions that are not fundamental.      3. This Decree shall enter into force from the date of its signing.

Protocol on Amendments and Additions to the Agreement between the Republic of Kazakhstan and the Russian Federation on the Conditions for the Use and Lease of the Sary-Shagan test Site and Life Support in Priozersk on January 20, 1995

     The Republic of Kazakhstan and the Russian Federation, hereinafter referred to as the Parties, in accordance with Article 25 of the Agreement between the Republic of Kazakhstan and the Russian Federation on the Terms of Use and Lease of the Sary-Shagan Test Site and Life Support in Priozersk dated January 20, 1995 (hereinafter referred to as the Agreement), have agreed as follows:

Article 1

     1. The third part of Article 10 of the Agreement should be worded as follows: "The command of the landfill, together with the local executive bodies of the Republic of Kazakhstan, determines the procedure for the use by the Kazakh Side of the landfill sites during seasonal agricultural and geological exploration, as well as assistance in the elimination of natural disasters.".      2. Add the following parts to Article 15: "It is allowed to use the landfill land plots in agreement with the Russian Side in the interests of military and military-technical cooperation between the Kazakh Side and third countries without prejudice to this Agreement. At the same time, the Russian Side is not responsible for the costs associated with such use.      The issues of using individual land plots are agreed upon by the Ministries of Defense of the Parties no later than December 1 of the year preceding the planned one." 3. The annex to the Agreement shall be worded as follows in accordance with the annex to this Protocol.

Article 2

     All disputes and disagreements arising in the interpretation and application of the provisions of this Protocol shall be resolved by the Parties through mutual consultations and negotiations.      If one of the Parties has issues that require a joint solution, this Party shall notify the other Party in writing no later than 30 days before the start of negotiations.      This Protocol shall enter into force on the date of receipt, through diplomatic channels, of the last written notification that the Parties have completed the internal procedures necessary for its entry into force.      This Protocol shall terminate simultaneously with the termination of the Agreement.

     Done in the city of 2015 in two copies, each in the Kazakh and Russian languages, both texts being equally authentic.
