On priority measures to improve the health status of citizens of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated May 18, 1998 No. 3956
In order to overcome the difficult epidemiological situation, radically improve the quality of medical care, increase the volume of services provided and realize the constitutional rights of citizens to health protection.
I DECREE:
1. To the Government of the Republic of Kazakhstan, akims of regions, cities of Astana and Almaty: R980097
1) immediately begin continuous immunization of children under the age of five;
2) to start implementing a program for vaccinating newborns against viral hepatitis B; and in regions with the highest incidence, to vaccinate children against viral hepatitis A.;
3) to implement during 1998 a program for the treatment of tuberculosis patients according to the methodology recommended by the World Health Organization; 4) to ensure full annual immunization coverage of newborns;
5) provide for the allocation of necessary financial resources for these purposes.
2. The Agency for Strategic Planning and Reforms, the Ministry of Education, Culture and Health of the Republic of Kazakhstan, with the participation of interested state bodies, shall, by July 1, 1998, develop and submit to the President for approval the State Program "People's Health", which provides:
1) stricter requirements for permissible levels of industrial emissions into the atmosphere and water;
2) consistent improvement of the supply of drinking water to the population; P020093
3) improving the coordination of work on environmental protection and public health;
4) implementation and implementation of the tuberculosis treatment strategy recommended by the World Health Organization;
5) carrying out mandatory immunization of children under the age of five, including universal vaccination of newborns against hepatitis B;
6) a set of additional measures to protect the health of the mother and child;
7) encouraging exclusive breastfeeding of children under six months of age;
8) strengthening educational work aimed at improving lifestyle;
9) Improving the quality of primary health care;
10) creation of a network of regional clinical training centers;
11) gradual transition from inpatient to outpatient treatment principles;
12) strict observance of aseptic and antiseptic measures in medical and preventive institutions, especially in obstetric institutions; 13) provision of modern equipped state medical and preventive institutions;
14) improvement of the system of medical education, training and retraining of personnel, including administrative;
15) increasing the volume and improving the quality of scientific research in the field of healthcare; 16) strengthening preventive work with the population; P092295
17) improvement of the healthcare management system;
18) reforming the system of economic relations in healthcare by creating a competitive private sector, reorganizing the social insurance fund, and gradually switching to individual forms of compulsory and voluntary health insurance. P981387
3. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
4. This Decree comes into force from the date of signing.
